Clarification from the agency
U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.
Duties
- Supervises a staff of 3-12 employees, assigns and reviews work assignments on a daily, weekly, or longer basis. Plans work schedules, approves or disapproves leave, determines performance objectives and rates performance.
- Must be able to support the activity by applying a practical knowledge of recreational activities and skills in the use of recreation materials and facilities.
- Works in executing recreation events, programs and services to meet the recreational needs of a diverse patronage, including a variety of multi-disciplinary events, i.e., social activities, tournaments and other major programs.
- Recommends items of supplies, materials, prizes, decorations, refreshments, and equipment needed for program functions. Assists with training new personnel. Assures proper security measures are taken for monies, property, equipment and facility.
- Performs other duties as assigned.

- Incumbent may also be required to complete a Tier 1 background investigation for a Common Access Card for physical access to federally controlled facilities.
- Must be able and willing to work varying shifts to include days, nights, weekends and holidays as needed.
Qualifications
QUALIFICATIONS:
1. Must have knowledge of wide range of recreation and sports activities, organization and structure of military units and installation sports program objectives, policies, methods and procedures to plan, organize, and coordinate activities, assist, guide and motivate staff in carrying out their responsibilities.
2. Must have basic understanding of budget and supply functions in order to prepare input and justification of funding for supplies and equipment.
3. Must have the ability to communicate effectively both orally and in writing (English). Work experience or education directly related to the duties to be performed.
To be considered Highly Preferred you must meet all minimum and all Highly Preferred criteria.
Highly Preferred:
1. Possess six (6) months experience leading and supervising assigned staff, developing and implementing work schedules, and preparing task lists for daily operation.
AND
2. Possess experience in preparing and submitting NAF financial reports to include Daily Activity Reports, inventory reports, and payroll reports.
AND
3. Possess one (1) year experience developing and executing community programs for a garrison.
AND
4. Possess six (6) months experience utilizing RECTRAC and/or other similar application programs

PCS Costs
- Payment Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government’s interest.
Pay-Band (NF or CY) Allowances and Differentials
- This is a pay-banded position.
- Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
- Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
