Clarification from the agency

U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.

Duties

  • Develops, manages, maintains and administers the installation Outdoor Recreation Program and facilities to include but not limited to: Equipment Check-Out Center, a high adventure program, retail sales store,
  • RV Storage lot, classroom facilities, recreation resources which are used by the general public, in addition to assigned military personnel, and other authorized guests.
  • Plans, supervises and directs outdoor recreation activities and services which may constitute a year-round or seasonal program.
  • Devises, improvises, and adapts these various activities to fit the conditions of the natural environment, and to conform to limitations in funds, facilities, equipment, and staff support.
  • Responsible for inventories and property; determines equipment condition; initiates maintenance, repair or replacement as appropriate.
  • Prepares appropriated and Non appropriated budgets and monitors expenditures to ensure compliance with regulations. Ensures proper procedures are used to ensure that no misappropriation of funds occurs and maintains effective internal controls.
  • Integrates risk management, and installation and organization safety program requirements into everyday operations and activities. Supervises recreation, administrative support and maintenance staff.

  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation. Driver’s license required.

Qualifications

MINIMUM QUALIFICATIONS:

1. Directly related work experience that included the goals, principles, method of techniques, of outdoor recreation and understanding the interests of individuals and groups.

2. Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs.

3. Work experience supervising support staff in outdoor recreation programs.

4. Demonstrated work experience must be equivalent in difficulty and complexity to the next lower grade level.

HIGHLY QUALIFICATION CRITERIA:

1. Preferred are those applicants that possess a Certified Leisure Professional through National Recreation and Park Association and work experience as indicated above and a bachelor’s degree in the Recreation / Outdoor Program degrees areas.

2. Experience in building renovation and repair of government assets, focused on outdoor equipment.

3. Possess two (2) years inventory and computer system experiences i.e. Rectrac or other similar programs.

4. Possess two (2) years of Daily Activity Report (DAR) submissions.

5. Possess two (2) years of internal controls measures from Department of Defense (Army Preferred).

6. Possess two (2) years Non-Appropriated (NAF) and Appropriated Funds (APF) budget and financial experience at a program level.

7. Possess three (3) years supervisory experience, scheduling, evaluation, hiring and staffing.

Education
