Supervisory Recreation Specialist (POOL MANAGER)

Summary

This position functions as a Pool Manager here at Naval Air Station Fallon at our Desert Springs Indoor Pool within NRSW under MWR. The incumbent is primarily responsible for performing a variety of tasks related to the proper staffing, operation, maintenance and upkeep of aquatic facilities and surrounding areas. The position independently accomplishes a swim and recreation aquatic program that encompasses 2 lap size pools (indoor).

Duties

Oversees the operation of pools, spas, and associated support facilities. Develops, evaluates, organizes, publicizes and officiates aquatic programs including, but not limited to: SCUBA, swim lessons, Master’s swim programs, swim meets, rough water swims, aquatic fitness programs, Lifeguard certification courses, Water Safety Instructor courses and other type programs, with the goal of increasing participation in the field of aquatics and ensuring safety for all participants. Supervises and works with private contractors and coaches. Supervises Lifeguard, Swim Instructor and maintenance staff, and ensures that all certifications are current. Maintains Lifeguard to swimmer ratios. Ensures that Learn to Swim programs are taught in accordance with American Red Cross guidelines. Gives specialized training to instructor staff to ensure the delivery of quality swim instruction. Programs and rentals: ensure financial integrity, maintains session logs, and keeps records. Keep staff informed of current research, aquatic fitness trends, and water safety material in life saving techniques.

Reviews water quality tests and ensures pool temperature, chlorine, pH; acid demand, total alkalinity and total dissolved solids are maintained according to NAVMED P – 5010, NAVFAC, BUPERS and Local policies. Refers problems to higher authority for resolution. Supervisors refilling and treatment of the water in all pools and spas as directed by athletic Director. Performs daily visual inspections on pools, coping, deck area, diving boards, rescue equipment, ladders, handrails, vacuum heads, cleaning supplies, and office spaces. Reports and records lost, damage and/or safety hazards and performs minor investigations to determine the cause; reviews workplace practices to minimize loss, theft, damage. Identifies minor and major facility problems and prepares work request to ensure safe, efficient and continual operation of facility; identifies repairs or maintenance to be performed, develops and submits to work – orders to athletic Director, then tracks status until completion. Submits to athletic Director Purchase order request to ensure proper payment for private contracts. Submits 2276’s to acquire, appropriated materials and supplies, and follows up on orders. Ensures security of materials, supplies received. Submits all end-of-the month reports to athletic Director. Maintains records of facility upkeep, pool cleaning, chemical readings, bacteriological test results and back washings in accordance with chapter 4 of NAVOSHA SAFETY REQUIREMNTS and NavMed P – 5010. Prepares and maintains a pass down log of unusual circumstances, facility problems, etc. for relieving staff.

Determines the requirements for annual staffing and pool equipment. Provides input for budgeting of salaries, supplies, equipment, and promotion/advertising, and operates within the approved budget. Prepares weekly work schedule, posted to Kronos, and reviews it daily for employee work hour irregularities. Schedules, approves leave, evaluates performance and resolves complaints from aquatics staff. Submit/sign off payroll prepares and transmits monthly accrual. Request personnel action to recruit and hire staff and once hired, train new personnel on all aspects of their job; work schedule, keys, security, the facility Emergency Action Plan; cleaning bill; swim lessons; up keep of program and rescue equipment; aquatic programs; general safety; the MSDS program; SOP’s for major job functions; water testing methods and updates in the field of aquatics. Continually evaluate employees, offering specialized instructions/guidance to those who may not be working to their potential and documenting when counseling takes place. Holds in – service training once monthly on such topics as emergency procedures, facility operations, and moderates an open forum to resolve problems within the staff. Responsible for establishing a work schedule and ensures that staff is reporting as scheduled and that the facility is covered in accordance with BUPERS INST. 1710.6 during all operating hours.

Ability to train and/or coach personnel.

Knowledge and certified in the field of life-guarding, Water Safety Instruction, pool circulation and water chemistry.

Ability to develop, counsel, evaluate, and assist participants in aquatic programs.

Incumbent must demonstrate an ability to speak effectively about aquatic programs and motivate interested patrons in related water sports.

Ability to speak effectively about the program and to motivate interest in water sports programs.
