The Systems Research and Development (SRD) Supervisor is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. The SRD Supervisor is responsible for the work and outcomes of their team. The team is responsible for developing written guidance for regulatory systems required by Article XIV for the cannabis industry and system processes and procedures to assist SCE staff in utilizing these systems for industry compliance and consistency in rule application and enforcement.

What you’ll do:

  • Develop expertise in the provisions set in Article XIV and 19 CSR 100-1 specific to activities under the section’s authority.
  • Oversee and supervise the SRD team including hiring, onboarding, training, evaluation, coaching and any other personnel and/or disciplinary actions.
  • Oversee the development and enforcement of systems, policies, procedures and productivity standards within their team.
  • Oversee the development of and review detailed reports including tables, charts, and narrative for management.
  • Research industry or user trends that the section will need to be aware for possible rule or system changes.
  • Serve as a programming expert in the section’s various software systems as well as other access databases developed to track compliance, enforcement and licensing activities.
  • Coordinate the data needs of the section, including any new or revised data systems deemed necessary for the Section to carry out the provisions of Article XIV of the Constitution and 19 CSR 100-1.
  • Develop business/program specifications and work with section leadership and the Office of Administration Information Technology Services Division, as well as software vendors to ensure data needs and required legislative processes are met.
  • Serve as the section’s representative, where applicable, at any associations, coalitions, or groups, in which the Division becomes a member.
  • Oversee industry and system specific trainings for the section’s staff.
  • Suggest changes to the section’s bureau/units process and procedures for consistency, clarity and uniform system application.
  • Responsible for reviewing and delivering section specific information to be included in the Annual Report.
  • Performs other duties as assigned.

All you need for success:

Minimum Qualifications

  • A Bachelor’s degree from an accredited college or university (substitutions may be allowed).
  • Four (4) to seven (7) years of relevant experience. Experience in a system management/development setting preferred.
  • A proven track record of successfully managing and supervising a highly technical team.
  • Ability to work in a fast paced environment with many competing priorities.
  • Ability to take administrative guidance and direction and complete projects and tasks with minimal oversight.
  • Ability to develop effective solutions and strategies.
  • Ability to mine data systems and use the data to prepare detailed reports to be used for budgets, policy decisions, process development, investigation and enforcement decisions.
  • Ability to organize and manage time efficiently.
  • Ability to clearly and effectively communicate verbally and in writing.
  • Ability to adapt to constant program development, change and improvement.
  • Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
  • Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
  • Ability to develop and carryout training and a training program for Unit staff ensuring staff have the resources needed to complete their job.
