TALENT ACQUISITION SPECIALIST – HOURLY RECRUITMENT & OPERATIONS

Job Summary:

Summary Responsible for supporting full life cycle recruiting strategy placement reassignment transfer and promotion of highly qualified candidates to fill NEXCOM nonexempt positions in operations. The Specialist will research develop and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the enterprise.

Duties and Responsibilities:

– Supports full life-cycle recruiting functions. Administers and interprets policies relating to employment, promotion, reassignment, career management and transition assistance.

– Develops and coordinates short and long term recruitment and staffing plans. Develops strategies responsive to management needs that aggressively target under represented areas. Exercises search techniques to locate viable candidates; proactively creating applicant pools and talent pipelines by efficiently using both active and passive recruitment efforts.

– Develops and implements recruiting strategies to ensure widest possible dissemination of employment opportunities in order to maximize the pool of highly qualified candidates.

– Identifies and focuses on areas of need in the field and supports to affect recruitment efforts by building talent pipelines for hard to fill positions and locations.

– Ensures a positive candidate experience from initial application to the final on-boarding process through branding and alignment of materials and processes.

– Utilizing effective talent search engines.

– Sources outstanding candidates from a variety of channels, recruitment job/career fairs, social media, job boards, and professional networks.

– Develops and utilizes external applicant referral sources. Maintains contact with state, local, federal, military and private employment and training organizations, advertising media, colleges and university placement offices, etc.

– In collaboration with necessary business partners the TA specialist will create, oversee, and manage the hourly recruitment talent hub on NEXCOM intranet SharePoint.

– May conduct preliminary screening interviews to determine and clarify applicant qualifications. May conduct on site interviews at career fairs, college placement offices, etc.

– Maintains awareness of competitor’s practices, industry trends, and recruitment standards.

– Provides World Class PREMIER Customer Service for both internal and external customers and partners.

– Develops position requirements, and prepares job vacancy announcements/advertising. Reviews applicant qualifications and prepares staffing packages for selecting officials. Ensures staffing actions conform to applicable policies, laws, and regulations.

– May present job offers and negotiate salary on behalf of selecting officials.

– Works under the general supervision of the Director, Talent Acquisition, with dotted line supervision from VP of HR Operations. Receives assignments in terms of broad objectives, will plan and carry out work independently and resolve most problems independently.

– Performs other related duties as assigned.

A total of 6 years of experience, consisting of the following:

GENERAL EXPERIENCE: Three years of responsible experience in non-routine work which enabled the applicant to gain a good general understanding and knowledge of Human Resource policies, procedures, and governmental regulations; the ability to analyze problems, apply sound judgment in assessing practical implications of alternative solutions and resolving the problems presented; and the ability to communicate effectively with others, both orally and in writing.

OR

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor’s degree for 3 years of general experience.

AND

SPECIALIZED EXPERIENCE: Minimum of three years of progressively responsible experience in Human Resources recruitment (Staffing or Talent acquisition) with an emphasis in sourcing, building candidate pipelines, recruitment strategy, and recruiting qualified candidates.
