General Function:
Under the general supervision of the Tax & Financial Services Manager, the Tax and Financial Services Coordinator II will be responsible for the oversight and implementation of Volunteer Tax Preparation activities at the MFS Stark Street location. This is an in person position working primarily at the MFS Stark Street office located at 1010 SE Stark Street, Portland, Oregon.
The Tax and Financial Services Coordinator II will be responsible for managing and direct supervision of seasonal support staff, the Tax and Financial Services Coordinator I, as well as being the primary organizer and facilitator for 100 volunteers at the MFS Stark Street volunteer tax preparation site.
The role will be the primary coordinator for interpreting tax law consistently at the tax site and will complete quality reviews on tax returns completed at the site. They will ensure robust and accurate tax services are provided to low to moderate income families, especially those belonging to immigrant, refugee, and limited English-proficient households.
Essential Duties and Responsibilities
- Manage a small team of client facilitator and interpreter positions for the MFS Stark Street office location
- Manage the Tax and Financial Services Coordinator I position
- Oversee and manage a 100-person volunteer team
- Act as primary communicator for the MFS Stark Street office staff and volunteer team
- Prepare and Quality Review tax returns at the Stark St Tax site year round
- Act as primary site coordinator and provide guidance and mentorship to the Tax and Financial Services Coordinator who provides a secondary lead role.
- Prepare materials, facilities and equipment for the MFS Stark Street and all volunteer tax sites
- Coordinate and manage collection of client stories and program improvement efforts
- Implement financial services activities at the tax sites such as disbursal of prepaid debit cards, encouraging savings programs, and beyond
- Coordinate communications and operations of the MFS Stark Street tax site with MFS team
- Other duties as assigned
Qualifications
Knowledge, Skills and Abilities Required:
- Management experience working with nonprofits and or related industries
- Experience with tax preparation, as a Licensed Tax Consultant or experience as an IRS-certified volunteer tax preparer
- Demonstrated understanding of the federal and Oregon tax codes and how they affect lower income populations
- Demonstrated experience with supervision and oversight of employees and volunteers
- Clear understanding of income and wealth gaps (by economics, race and gender), under- resourced communities & inequity
- Experience with providing instruction to volunteers and/or training of volunteers
- Excellent computer skills including Microsoft Office Suite and Google Suite
- Experience working collaboratively between teams within an organization and/or between external organizations
- Ability to work independently and to be collaborative across all agency program areas
- Experience with trauma-informed approaches to case management
- Ability to effectively and proactively problem-solve and resolve conflict
- Ability to maintain professional boundaries and confidentiality
- Ability to recognize and manage critical incidents within program and mandatory reporting regulations and responsibilities
- Familiarity with using data to monitor and drive performance goals for programs and/or staff

Education and Experience Requirements:
- Minimum of a BA/BS in public service or human services or equivalent related experience
- Experience with database input and quality assurance
- Experience with tax preparation, as a Licensed Tax Consultant or experience as an IRS-certified volunteer tax preparer is very beneficial
- Experience with effective supervision of employees and volunteers
- Fluency and ability to communicate effectively in languages in addition to English is strongly preferred
Other Requirements:
Personal transportation allowing for travel within the Portland Metropolitan area in a timely manner. If driving a personal vehicle must maintain a valid driver license for the state of residency, personal auto liability insurance coverage and a driving record permitting coverage under the agency auto liability policy.
MFS requires all employees and volunteers to complete a criminal background check. We review the results of all background checks individually and consider all of the circumstances of any issues that arise in a background check during the hiring process.
Work Environment:
Work is performed in an office environment, at community events, and/or at other locations as deemed necessary. This position requires work to be accomplished in person and is not available for remote work options at this time.
May require occasional early morning, weekend or evening work. Position requires ability to sit for extended periods as well as stand occasionally. Position requires use of computer, telephone, copier and may require accessing locations by use of stairs.

The hiring salary for this position is $47,840 to $49,277 annually. The higher salary is provided to individuals who are fluent in a secondary language (read, write and speak). Benefits include medical and dental plans, alternative care, generous PTO and 11 paid holidays. We also offer a 401K plan and other great benefits.
