Position Overview

The Tax Program Coordinator is located within the Collections Division of Tax Administration and supervises the activities of clerical staff specialized in enforced collection of delinquent taxes, fees, special assessments and other revenues. The Coordinator provides training for staff engaged in enforced collection processes including bankruptcies, tax foreclosures, special bills, and debt set-off in accordance with state laws and local regulations.

Examples of Duties

  • Coordinates and supervises the activities of employees collecting delinquent taxes, fees, special assessments and/or other revenues
  • Provides training and guidance to collections staff; assigns, monitors and evaluates work assignments of collections staff; assists staff with research and analysis of cases related to bankruptcy, tax foreclosure, outside attorney accounts, and Gross Receipt Tax for Prepared Food and Beverage, Room Occupancy, Rental Vehicles and Heavy Equipment Rentals
  • Collects delinquent taxes through garnishment of taxpayer wages, bank attachments, escheats, and foreclosure; enters payments in the computer once received; sets and monitors payment arrangements as appropriate in accordance with office policies; performs skip tracing procedures to facilitate the collection of delinquent accounts
  • Ensures accuracy and completeness of delinquent account information; ensures proper collection procedures are being followed
  • Supervises activities related to bankruptcy cases and foreclosure sales of real property for non-payment of property tax and special assessments
  • Attends foreclosure sales and provides opening bid for the county which covers all delinquent taxes and costs
  • Assists public, attorneys, and paralegals in obtaining information; handles customer inquiries and resolves complex or unusual complaints

Minimum Qualifications

Graduation from an accredited two-year community college with a degree in business, finance, accounting, or related field and four (4) years of experience in accounting, bookkeeping, ad valorem tax, appraisals, assessments, collections or related field, with one (1) of those years in leading and training assigned staff; or an equivalent combination of education and experience.

Depending upon the area of assignment, employees are required to complete the North Carolina Fundamentals of Property Tax Listing and Assessing Course or the North Carolina Fundamentals of Property Tax Collection Course within 24 months of hiring date.

Driving is an essential function of this position. To be considered, you must have a valid driver’s license with an acceptable driving record. If your driver’s license is from another state, you will be required to obtain and show proof of a valid NC driver’s license within 60 days of hire.

Negative drug screen and background check are required.

  • Knowledge to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts
  • Ability to understand the occupational hazards and safety precautions required to perform the essential functions of the work
