Overview

Job Summary

This position is responsible for performing legal compliance analysis in supporting the Authority’s federal grant applications, the integrity oversight monitoring program and federal audit responses and handling other relevant legal compliance issues in support of the Economic Development Authority Integrity and Protection Act and Executive Order 166 including presenting matters to the Audit Committee of the Board of NJEDA.

$85,680 – $107,100

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the “New Jersey First Act”, which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

Responsibilities

Essential Duties and Responsibilities

  • Reviews the Authority’s grant applications for compliance with Federal statutes, regulations and precedent.
  • Reviews Federally funded Memoranda of Understanding and Agreements on behalf of the Authority in accordance with relevant law.
  • Prepares task order requests for the Integrity Monitoring Program after consulting with the appropriate program manager and/or the Risk Management team. Manages schedule of IOM program to meet Federal deadlines.
  • Tracks lifecycle of federal grant funds from appropriation to closeout; partners with EDA departments to provide reporting of use of federal funds internally and externally.
  • Maintains currency of Federal grant related legislation, regulations and guidance. Partners with EDA staff to prepare legal compliance training.
  • Manages interns and temporary employees supporting the Legal Compliance team.
  • Performs independent research through various databases, as well as general internet searches, and reviews available public records to analyze and verify veracity of information.
  • Prepares and submits memoranda and other materials, providing thorough analysis and recommendations for Board Audit Committee review; presents recommendations to other EDA committees.
  • Reviews audit documents, analyzes factual and legal bases for findings, observations and recommendations, and supports the program manager in drafting written responses.
  • Partners with program managers across the authority in preparing Corrective Action Plans in response to audit findings and recommendations.
  • Coordinates and administers EDA’s response to audits through the gathering and culling of information and the establishment of relationships with auditors, co-workers and deputy attorneys general to meet EDA’s obligations.
  • Reviews potential fraud referred by program managers, other EDA staff and third parties; investigates fraud allegations and promptly refers any suspected fraud to the appropriate oversight or law enforcement entity in accordance with EO 166, the COVID-19 Compliance Plan and other applicable standards.
  • Prepares matters for Assistant/Deputy Attorney General review on behalf of program teams and under the direction of the Director of Legal, Federal & State Compliance.
  • Assists in responding to preservation notices and subpoenas, as necessary.
  • Supports other Directors in Legal & Compliance as directed by the Director of Legal, Federal & State Compliance.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • Must complete annual and semiannual self-assessment and trainings as required.
  • Performs other duties and special projects, as assigned.

Qualifications

Required Skills and Abilities

  • Must possess advanced research ability and information technology skills, as well as excellent analytical and communication skills.
  • Must have familiarity with various types of corporate litigation and federal and State regulatory matters, as well as knowledge of government, business or industry.
  • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously.
  • Ability to supervise staff and oversee work of junior staff, including interns and temporary employees.
  • Excellent communication skills, both oral and written; ability to communicate effectively with general public, news media and various professionals.
  • Ability to work independently and collaboratively with professionals of various disciplines as well as staff at various levels.
  • Must be able to maintain confidentiality and deal effectively and diplomatically with external business professionals and EDA staff.
  • Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • Proficiency in Microsoft Office Suite, and ability to learn new software packages.

Required Qualifications

Education and Experience Requirements

  • Bachelor’s degree in related field; Juris Doctorate required
  • Experience reviewing legal documents and use of third-party legal software (e.g. Lexis-Nexis).
  • 7+ years experience in a legal or compliance capacity; Minimum 2 years of State regulatory experience and 2 years of Federal compliance experience; If admitted to the NJ Bar, three years of completion at an accredited law school may be substituted for 3 years of experience
  • Admission to a State bar and currency required; NJ Bar admission and currency preferred.
  • Grant review experience preferred.

  • License: Staff are required to possess a valid driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position
