This position serves as the Technology Staff Assistant to the Audit, Discovery and Collections Section Manager. Duties include, but are not limited to the following: Provides technical assistance, advice and guidance on the highly complex program aspects of the Tax Data Warehouse system and tables in the GenTax Integrated Tax System; Provides technical assistance to unit staff, outside agency and vendor staff, and staff of Computer Operations in resolving problems; Keeps abreast of pending legislation and reviews, analyzes and determines the impact of legislative mandates, to determine impact on systems; Plans, directs, and conducts extensive and complex research and studies of application development projects for the system; Coordinates system interface changes and activities with other application processing groups; Serves as a project team leader for application development projects of a highly complex nature. Job Responsibilities
40% Serves as the Technology Staff Assistant to the Audit, Discovery and Collections Section Manager:
- Provides technical assistance, advice and guidance in the highly complex program aspects of the Tax Data Warehouse (TDW) system and tables in the GenTax Integrated Tax System.
- Plans, directs, and conducts extensive and complex research and studies of application development projects for the system having major impact to the implementation of new data resources, new version in the TDW system software including SQL Server, the implementation of annual changes, extraction of GenTax data, and testing of legislative and research initiatives and directives.
- Keeps abreast of pending legislation; reviews, analyzes and determines the impact of legislative mandates, user-initiated process changes, and the Section’s portion of applications systems, to determine impact on Section systems; submits impact reports to the Section Managers for review.
- Upon approval of the Section Manager, coordinates, plans, and implements changes resulting from legislation.
- Provides technical assistance to unit staff, outside agency and vendor staff, and staff of Computer Operations in resolving problems.
- Presents technical information to others with clarity and precision.
- Performs various duties in the absence of the Section Manager, such as planning stages of projects based on the needs and funding of the department, overseeing projects that cross sections or divisions, evaluating, and prioritizing projects and assignments, informing staff of proper priority of assignments, and monitoring overall systems changes.
- Reviews and stays abreast of the various tax forms processes utilized by the Illinois Department of Revenue.
20% Develops and maintains communication with outside agencies, vendor groups and other sections of the Division:
- Obtains and shares information on program data requirements related to major project implementations of new data sources to the system, new audit, and research programs, and testing of research and auditing initiatives and directives.
- Coordinates application with research staff and audit staff.
- Coordinates system interface changes and activities with other application processing groups.
- Performs system testing and coordinates planning and implementation as project changes are completed.
- Monitors and reviews completed project changes to ensure the security and integrity of federal tax data stored in the system.

20% Coordinates and assists with the direction of Revenue application planning standards and procedures for use by all staff in the Section.
- Monitors the work of lower-level staff to ensure compliance with IT standards and procedures for application development and implementation.
- Coordinates initial training and on-going education of staff to familiarize them with the application features and capabilities.
15% Serves as a project team leader for application development projects of a highly complex nature affecting the TDW System.
- Determines project components
- Assigns and reviews the work of project analyst staff.
- Provides expertise, guidance, and direction.
- Leads project teams that maintain the TDW and Research portion of the GenTax Integrated Tax System and utilize data extraction from GenTax to place in the TDW.
- Oversees multiple initiatives, monitors, and tracks the progress of each programmer’s assigned task
- Notifies the Section Manager of completed projects and re-assigns new projects to lower-level project coordinators.
- Reviews and approves the final product received from the project coordinators and returns and tracks revisions.
- Completes the more complex projects.
- Provides input into performance evaluations.
- Utilizes programming languages, tools and methodologies such as GenTax Tools, Microsoft SQL and SQL Coding, Visual Basic or VB.Net, application programming, database management systems, business process analysis/systems analysis and design, PC workstations, printers, PC software including Windows 10, File Transfer Utilities, Adobe, Microsoft Internet Explorer, Outlook, Word and Excel to coordinate, monitor and lead project teams that maintain and/or develop application programs and SQL Server code for TDW applications.
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in Information Technology, Computer Science or directly related fields.
- Requires three (3) years of professional experience in IT application services or a related IT field.
Specialized Skills
- Requires three (3) years of professional experience with the various application programming and development functions used in the GenTax Integrated Tax System utilized by the Illinois Department of Revenue or a similar integrated tax system.
- Requires three (3) years of professional experience with the various tax forms and processes utilized by the Illinois Department of Revenue.
- Requires three (3) years of professional experience with Microsoft SQL, SQL coding or VB.Net.
- Requires three (3) years of professional experience with IT application development.
Preferred Qualifications (In Order of Significance)

- Three (3) years of professional experience as a project lead or project coordinator for application development projects.
- Ability to coordinate work activities of a team to achieve desired results.
- Ability to analyze data logically and make recommendations based on analysis Ability to develop and document processes and procedures.
- Ability to manipulate and format various electronic file and data formats.
- Developed verbal and written communication skills to present technical information to others with clarity and precision.
