Position Overview
Under general direction of the Legal Advocacy Services ( LAS) Director and the Managing Attorney for LAS, conducts specialized legal reviews of complex cases for eligible LAS services with related advisory responsibilities of a specialized nature. Consults with and advises attorneys, judges, medical professionals, eligible persons with disabilities, and other interested parties on the Commission’s programs and services. Coordinates and disseminates information to service providers, community groups, professional associations, and recipients of mental health services. Serves as an information resource contact. Conducts complex technical research, compiles data, and drafts findings. Travels to attend meetings and hearings as required.
Job Responsibilities
- Plans, directs and conducts extensive and specialized legal administrative and legal hearings eligible for LAS ( Legal Advocacy Services).
- Plans, evaluates, develops, and validates program standards, policies, methods, techniques and procedures, and assists in their implementation to service providers, community groups, professional associations and recipients of mental health services concerning a legal representation of the rights of persons with disabilities.
- Undertakes important detail work, such as drafting rules and regulations, interpretating and summarizing various provisions of pertinent statutes and drafting substantive procedural amendments to the statutes ( subject to the approval of agency administrators and the Attorney General).
- Conducts necessary and complex technical research relating to work problems encountered and makes detailed reports of findings.
- Performs other duties as assigned or required which are reasonably within the scope of those enumerated above.
Minimum Requirements
- Requires possession of a valid license to practice law in the State of Illinois
- Requires graduation from a recognized law school
- Requires two (2) years of professional experience in the practice of law
Preferred Qualifications
- Prefers five (5) years of experience with relevant administrative, statutory, and case law references at administrative, trial, and appellate levels
- Prefers ability to interpret rules and regulations and propose solutions to administrative questions
- Prefers ability to interact forcefully, yet cordially, with other professionals, judicial officers, and eligible clients
- Prefers five (5) years of experience working with Mental Health law and interpretation
- Prefers five (5) years of experience in technical research and writing detailed reports
- Prefers five (5) years of experience in analyzing, appraising, and organizing facts, evidence, and precedents concerned in difficult and complex cases and in presenting such material in clear and logical form for oral and written presentation, such as briefs, orders, reports, or decisions

- Requires successful completion and passing of background check and fingerprinting
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies or other industry related topics relevant to the job duties.
