In this Technical Project Manager 2 role, you will enable technical staff exchanges between LANL and other Nuclear Security Enterprise site(s) to perform hands on and/or modelling and simulation work. You will partner with established programs to ensure the transfer and operationalization of relevant digital tools (codes) and resources (data) needed to perform the technical exchange work.
This position will support the Design for Manufacturing (DfM) and Enabling Manufacturing efforts at LANL. The basic principle of DfM and EM is that by enabling design physicists, weapons engineers, materials scientists, and theorists from design agencies such as LANL to work on challenging problems with their counterparts at the design agencies (in this case Y-12), they will learn about the implications of their design decisions and be able to design more producible systems in a more agile and efficient manner. Major challenges to agile cross-organizational collaborations currently include the difficulty of exchanging data, information, and codes, and significant barriers to authorizing staff to perform hands on or computer work at other sites. The successful candidate will support national security mission and the nuclear weapons design, engineering, and production communities.
Roles will include:
- Developing and executing a technical exchange pilot project.
- Establishing and executing processes and procedures that provide workers with authorization to perform hands on work between LANL and other NSE site(s), and for joint use of associated digital tools (codes) and resources (data).
- Partnering with internal and external stakeholders for sharing of digital tools and resources.
- Translating customer needs for technical exchanges into effective operational processes, procedures, and programs.
- Developing and exercising relationships with subject matter experts and points of contact from exchange sites to develop procedures, processes, and memoranda of understanding (MOUs).
Day to day activities will include:
- Developing project plans, budgeting, work packages, and performance tracking.
- Working as the connector between technical and operational POCs at LANL and participating exchange site(s) to develop effective technical exchange processes, procedures, and agreements.
- Coordinating authorization bases for technical exchanges.
The position will require some travel.
What You Need
Minimum Job Requirements:
Collaboration & Communication: Experience working with stakeholders, vendors, sponsors, and cross-functional teams to develop and operationalize processes and procedures for cross-functional and/or cross-organizational collaboration. Demonstrated experience in developing and nurturing effective internal and external relationships. Excellent written and oral communication. Excellent customer service. Experience building a partnership agreements between LANL and participating DOE facilities to include cross-organizational worker authorization, management of funding/budget exchanges, new procedures to be followed by technical staff, planning and managing small teams of technical staff and customers to identify areas of need. Initially, the pilot will target one customer group and a DOE facility to establish processes that could then be scaled and replicated at other DOE facilities and with other LANL technical groups.
Project Management: Project management (managing scope, schedule, and budget) experience for mid-sized to moderately complex projects. Demonstrated ability to garner stakeholder input and engage customers, partners, and stakeholders at all levels. Demonstrated experience negotiating with program and line management to ensure resources are available to accomplish work. The role of this position is to work with the DfM and EM programs to develop the technical and operational networks needed for these exchanges, and more importantly to develop and document the processes, procedures, and templates that enable these exchanges to happen in an agile fashion.
This is a pilot project in which most of the “how” of an exchange program will need to be defined by a project manager including the pilot’s scope, stakeholders, budget requirements, gap analysis of existing procedures/policies, schedule, etc.
Operational knowledge and experience: Demonstrated ability to apply technical and/or operational knowledge and experience to achieve project objectives, specifically in translating customer’s needs regarding technical exchanges into effective operational technical exchange processes, procedures, and programs. Experience documenting processes and procedures. These processes and procedures will include technical (exchange of data, information, and simulation codes), operational (partnership agreements; and authorization for hands on and computer work by participants at the partners facilities), and logistical (managing the exchanges of personnel, data, information, and codes; and managing cross organizational technical and strategy meetings). These procedures will enable agile technical exchanges between sites required by DfM and EM.
Risk assessment and management: Ability to identify potential project risks and develop and implement risk management strategies for all aspects of the project.
Leadership and mentorship: Demonstrated ability to oversee small teams in the planning, tracking, and execution of project plans from initiation to completion. Ability to mentor professional and project staff on processes, tools, and operations.
Education/Experience: Position requires a bachelor’s degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is preferred for this level.
Clearance: Ability to obtain and maintain a DOE Q clearance.
Desired Qualifications:
Technical knowledge and experience: Knowledge of the nuclear weapons program.
Project Management: Experience overseeing multi-organization collaborative projects. Experience implementing change management strategies.
Operational knowledge and experience: Experience providing operational support specifically for digital tools (codes) and information resources (data). Experience with authorization bases for nuclear or high hazard facilities.
Metrics and analysis: Experience in the design, development, implementation, analysis, and interpretation of project metrics. Ability to interpret and evaluate data, results, and customer inputs. Ability to communicate the results of metrics assessments and provide data-driven recommendations.
Leadership and mentorship: Ability to develop consensus in cross-functional and/ or cross-organization teams, preferably towards achieving cross-organizational processes, procedures, and agreements.
Education/Experience: Experience working with sensitive or classified information. Project Management Professional (PMP) certification
Work Environment:
Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances.
