Pay Range
$84,960 – $110,040 Annually for the A01.2 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for an Administratorin the Technical Services Department (TSD) within Environment, Safety and Health (ES&H). Technical Services provides several key ES&H service functions including Analytical Services and Instrumentation, Engineering and Maintenance, Respirator Services and Industrial Hygiene Instrumentation, Chemical Inventory and SDS management, ES&H Technician Support, and ES&H Data Management and QA/QC with a staff of approximately 112 professionals, technicians, and managers. You will manage the recruiting and hiring functions and participate as a member of the management team in the development, implementation, and monitoring of all aspects of administrative and personnel activities. This position will report to the ES&H Directorate Administrator.
You will
- Supervise, direct, and mentor non-exempt and exempt administrative staff to achieve organizational goals and objectives, in partnership with technical managers. Responsible for the overall supervision, performance management, and career development of direct reports, and participate in the ranking and salary management process.
- Primary point of contact for the Technical Services Department (TSD) daily matters, requirements and deliverables; plan, execute, and/or provide oversight to operational and organizational requirements, and activities. Interpret client/customer needs, assesses requirements, and identify solutions to tasks and queries.
- Partner with TSD Department Manager and Centralized Hiring team in coordinating recruiting activities and projecting needs for the Department.
- Responsible for overall TSD facility and space management, property, and procurement process and procedures. Monitor cost accounts to ensure compliance with budgets; provide input to management regarding allocation and prioritization of financial resources to projects and initiatives.
- Assess and advise on the Department’s planning and execution, operational issues, policies, and procedures; develop methods and administer metrics to monitor targets and goals to successfully meet Operations deliverables.
- Represent TSD on self-assessments, audit teams, or work-related committees. Lead projects and administer established self-assessment metrics, set and establish protocol and procedures.
- Research and resolve multi-faceted, escalated and/or sensitive problems regarding operations; analyze factors, develop and implement solutions, new techniques and procedures, interpret policy, formulate recommendations, and establish procedures.
- Serve as TSD Document Control Manager and Records Liaison for internal procedures, area forms, records, databases, and related documents. Research, gather, select, and prepare custom or ad/hoc reports, conduct in-depth analysis for the department.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
- Experience coordinating multiple work activities, workflow and multi-faceted processes for a service operations/customer servicearea.
- Knowledge of and experience applying industry best practices, tools, techniques, standards, processes, and systems in support of a service operations area.
- Advanced administrative, organizational, and analytical skills, including detail oriented, flexibility and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines.
- Ability to work effectively with short deadlines and frequent interruptions, and anticipate, identify, and resolve complex issues effectively.
- Experience managing recruitment and hiring practices; drafting job listings and managing applicant pool.
- Experience with performance management, ranking, goal setting and/or salary management.
- Experience analyzing performance data, working on organizational projects, researching, interpreting, and applying related policies and procedures. Experience developing complex reports for use in management decision making.
- Advanced verbal, written, and interpersonal communication skills necessary to handle sensitive and confidential issues with tact, discretion, and mature judgment, and interact with a diverse group of personalities and disciplines at all levels internal and external to the Laboratory.

Security Clearance
