Pay Range
$104,370 – $135,192 Annually for the H04.3 level
$125,160 – $162,120 Annually for the H04.4 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for aTechnical Training and DevelopmentSpecialistto help drive the enhancement of the Weapons and Complex Integration (WCI) directorate training program using current training technology and online training theory and practice. You will work within regulatory requirements and operationaldemand, use your extensive instructional systems design experience and technicalaptitude to conduct needs and task analyses on technical positions, and design, develop andimplement courses and curricula for Laboratory employees working in or supporting high-risk environments. This position’s primary mission will be in support of the WCI Operations Program and will also support Joint Livermore Operations Nevada training and WCI programmatic training as needed. Occasional travel required.
This position will be filled at either the H04.2 or the H04.3 level depending on your qualfications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
You will
- Conduct needs assessment and job task analysis activities for new and established job roles.
- Develop course objectives and performance standards in accordance with systematic processes.
- Design and create training content and materials in a variety of media, online, interactive, classroom, OJT, etc.
- Review and evaluate training materials and curriculum to ensure compliance with regulatory requirements.
- Evaluate the effectiveness of training and develop training metrics.
- Facilitate or deliver technical training as required via online, OJT, classroom, or virtual means.
- Participate in the development of emergency drill scenarios, facilitate operational drills, and perform controller/evaluator drill functions.
- Demonstrated ability/commitment to valuing diversity, equity, and inclusion principles in the workplace.
- Perform other duties as assigned.
Additional job responsibilities, at the H04.4 level
- Execute the systematic approach to training, including performing gap analysis and creating new training materials independently.
- Interpret regulations with subject matter experts and determineorganizational training needs to ensure compliance with DOE, OSHA,RCRA, DOT and other applicable Federal codes & standards, as well asLLNL requirements.
- Consults with subject matter experts on technical work tasks and recommends training options for complex learning scenarios.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in Education, Organization Development, Training and Development, Instructional Design Technologies, or equivalentcombination of education and related experience.
- Comprehensive knowledge and experience applying training analysis and development practices, techniques, standards, processes, and systems.
- Knowledge of and experience in principles of Instructional Systems Design methodologies and techniques and needs analysis principles.
- Experience using various computer software applications and multimedia tools for training anddevelopment with an emphasis in online training.
- Analytical, decision-making and project planning skills.
- Ability to communicate effectively, both verbally and in writing.
- Ability to interact with others and to work both independently and as part of a team.
- Demonstrated ability/commitment to valuing diversity, equity, and inclusion principles in the workplace.
Additional qualifications at the H04.3 level
- Advanced knowledge and understanding of training industry principles, concepts, practices, standards, processes, and systems.
- Project management experience leading individual projects.
- Demonstrated advanced analytical, decision-making, and problem-solving skills to evaluate, interpret, recommend, and implement actions/solutions for complex problems.
- Advanced verbal and written communication skills necessary to collaborate in a team environment and to present and communicate complex technical information.
Qualifications We Desire
- Experience designing and developing training programs in a regulatedenvironment.
- Experience designing and developing interactive onlinetraining courses complete with video, audio, skill-based interaction and examination processes, 3D modeling, and other mediaelements.
- Training development experience for personnel safety or emergency response situations.

Security Clearance
