Job Description
Under general supervision, performs skilled technical work and serves as a technical expert in radio communications. The position provides electronic expertise for conventional and trunked systems, digital microwave technology, and associated equipment. Oversees, maintains, coordinates & executes the county radio fleet for all end-users, including preventative maintenance, codeplug management, and programming. Works closely with the Communications Director to provide input on infrastructure planning. Starting pay $44,417.00
Examples of Job Duties
Interprets schematic diagrams, troubleshoots problems and performs repairs on portable and mobile two-way radios, mobile data terminals, digital microwave equipment, voting receivers, radio control stations & consoles, 800 MHz repeats, alarm systems, intercoms and antenna systems.

Develops and coordinates routine preventive maintenance on all telecommunications equipment to include portable and mobile two-way radios, VHF, UHF, 800 MHz base stations and repeaters, digital microwave systems, mobile data system, etc.

Installs two-way radios, base stations, microwave radios, antenna systems and other associated equipment.

Obtains quotes and orders parts and materials for installations and inventory for routine and emergency maintenance repairs.

Designs, implements and documents unique systems, wiring and/or circuits in response to custom needs of the Agency and users.

Develops and coordinates routine maintenance on the County Communications network alongside vendors and Charlotte UASI Radio Shop.

Provides vehicle equipment troubleshooting.

Maintains good working communications with system users including partner jurisdictions.

Maintains accurate records on all work performed and database of countywide radios.

Maintains 24-hour on-call equipment and maintenance repair status.

Monitors and provides input to the Communications Director on program area needs.

Attends and participates in user group meetings as assigned by the Communications Director.

Participates in technical training and Agency in-service training sessions; special events, including Emergency Operations Center (EOC) activations, training sessions, setups, and teardowns as applicable.

Represents the agency at meetings as requested.

Provides information and assistance to other departments, outside agencies, and the public on assigned functions.

Works as assigned during any emergency activation of Agency EOC. Participates in Agency or regional exercises.

Maintains good working relationships with North Carolina Emergency Management ESF-2, Communications Branch.

Serves in a Field Communications role on incidents as needed and directed.

Receives and reviews records, reports, documents, charts, graphs, and payments such as invoices, monthly general ledger, preventive maintenance schedules, parts reports, cost reports, repair histories, etc.

Performs other duties of similar nature or level.

Performs work during emergency/disaster situations.
Knowledge, Skills, and Abilities
1. Knowledge of trucking and conventional radio communication systems- specifically Motorola ASTRO 25. Knowledge of P25 radio standards.
2. Knowledge of the materials, methods, tools and equipment employed in the maintenance and repair of two-way communication devices & emergency vehicles.
3. Knowledge of multiple computer operating systems and programming including Windows Server platforms, cyber-security standards, One Solution CAD, as-well-as end user devices and peripherals.
4. Skill in the use of software for word processing, spreadsheets, database and presentation.
5. Knowledge of Federal, State, local laws and administrative codes regarding regulation of E-911 activities & communication standards and responsibilities.
6. Knowledge of the geography and road system of Stanly County.
7. Ability to identify problems with systems or equipment and take corrective action.
8. Ability to establish and maintain effective, professional relationships with people from all sectors including other staff, law enforcement personnel, medical personnel, and the general public.
9. Ability to adapt to scheduling problems on short notice and under stressful conditions.
10. Ability to exercise sound judgment and maintain composure under stressful conditions and to respond appropriately to emergency situations.
Qualifications
Graduation from high school and experience in communications, radio repair, electronic certifications, computer repair, or an equivalent combination of education and experience

Possession of an appropriate driver’s license valid in the State of North Carolina. Possess all certifications for positions as required by the State of North Carolina and the department.

Must be physically able to operate various computer & radio equipment and machines. Physically able to exert up to 50+ lbs. Work may include an extended time viewing a computer monitor or operating a keyboard.

Respond to emergency calls on a 24-hour basis. Is notified in the event of major emergencies; and may be required to return to the Communications Center or mobile field unit to coordinate communication activities.
