Program Description
Catholic Community Services (CCS) and Catholic Housing Services (CHS) work together in partnership to provide permanent supportive housing to individuals and families who have experienced homelessness in King County. We believe that everyone deserves a safe, affordable place to call home. We understand that people experiencing homelessness come to us with complex histories, and that it takes a highly collaborative, creative team to help end the cycle of homelessness permanently.
The Josephinum is a mixed-income building of 221 units in downtown Seattle, with the majority of units set aside to households earning between 0% and 60% of median income. The building is home to an array of residents, some with supportive services, others living independently.
Position Description
The Services Manager works alongside residents to identify and eliminate hygiene issues that affect their quality of life. This includes pest control and infestation, hoarding, and personal hygiene maintenance. In collaboration with the Josephinum services team, the Services Manager identifies resources, provides technical and practical support, and helps residents develop skills and strategies to sustain lease compliance. This position will also maintain a caseload of approximately 15 – 25 residents, working closely with the services team to ensure residents’ housing stability. The Services Manager is responsible for comprehensively understanding the targeted population of the Program, handling specific administrative functions, providing support and oversight of the service management team, and serving as the Program Manager in the Program Managers absence. This position incorporates direct client service, advocacy and program administration.
Responsibilities
Supervisory Responsibilities
- Provide Supervision to Case Managers and any student interns.
- Responsible for training, scheduling supervisions and evaluations of Case Managers.
- Data Quality with Clarity and file folder audits.
In collaboration with the CHS operations team and CCS services team, the Services Manager performs the following client-centered services:
- Identify, outreach and engage residents whose apartment’s present health and safety issues.
- Create Housing Stability Plans with residents that outline the steps required to prepare for pest elimination and containment.
- Provide ongoing support to residents to sustain their health and safety goals.
- Assist residents with pest control prep, including education on bedbug treatment: laundry, sorting and disposal of unnecessary and unsafe clutter, hoarding.
- Plan and track treatment of items; ensure they are pest-free before returning to the unit
- Maintain a caseload of residents with health and safety concerns. Strategize on how best to meet the needs of residents through care conferences, notices, and other engagement tools.
In addition to working with residents with hygiene-related issues, this position will also offer case management services to residents in need of support:
- Complete resident intake and Housing Stability Plans. Assess resident needs and required level of services, identifying community resources to meet those needs, facilitate residents’ access to services and advocate for residents on a continuing basis.
- Initiate ongoing engagement with resident through intensive outreach, activities, groups or other events that promote a healthy community.
- Connect residents to mainstream services, including financial and health benefits, primary health care, mental health treatment, chemical dependency counseling, chore service, protective payee, transportation, food stamps and legal services.
- Make home visits to residents’ apartments to ensure resident welfare and to confirm the apartment is in a safe state and in compliance with all city and federal housing quality standards.
- Schedule and coordinate visiting professionals, including public health and visiting nurses, mental health counselors, chemical dependency counselors and chore workers.
General Responsibilities

- Maintain accurate records of hours worked and complete timesheet on schedule.
- Attend all required trainings and meetings as scheduled.

Job Conditions
This position requires the employee to work in an environment where there will be exposure to household pests that may include fleas, roaches and bedbugs. There may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors.
Qualifications
- Bachelor’s degree in social work, social services or related field. Relevant work experience may substitute for the educational requirement.
- Two to three years’ experience performing work related to housing stability, including outreach and engagement, information and referral, and crisis management.
- At least one-year experience serving homeless/formerly homeless, chemically dependent, mentally ill or other disenfranchised populations.
- Demonstrable understanding of Harm Reduction and Trauma-Informed Care.
- Demonstrate the necessary attitude, knowledge and skill to deliver culturally competent services and work effectively in multi-cultural situations.
- Able to communicate and interact positively with staff and residents during stressful situations.
- Experience with verbal de-escalation and crisis intervention.
- Ability to contribute to an environment that honors and supports diversity, dignity and respect.

- Work history that demonstrates reliability and dependability.
