Summary
Responsible for the day-to-day operations of the Ethics Office. The Ethics Office enhances NYPA’s and its employees’ compliance with the NYS ethics laws, regulations and NYPA’s Code of Conduct and provides a confidential resource to NYPA’s Trustees, the approximately 2,400 NYPA and Canal Corporation employees at all levels (officers, management and bargaining unit) and locations, including headquarters and Operations projects. Ensures accurate and timely preparation and submission of legally mandated ethics reports; develops legally mandated ethics codes, policies and training and conducts required training; conducts confidential investigations of allegations of wrongdoing; and provides ethics guidance in response to employees’ inquiries and complaints. Serves as NYPA and Canal Corporation liaison to NYS Office of the Inspector General and NYS Joint Commission on Public Ethics. The positions require the highest degree of confidentiality and professional discretion. #LI-CJ1

Responsibilities
- Schedule and assist with virtual and live ethics trainings, including chat moderation and coordination with Information Technology and Technical Training.
- Responsible for the department PowerNet intranet website; updating with relevant information, notices and employee engagement.
- Research NYS Public Officers Law, NYS Joint Commission on Public Ethics Regulations and Advisory Opinions and assist with opinion drafting.
- Data entry and maintenance of cases in Archer eGRC tool, including report production and trends analyses.
- Maintain database of financial disclosure filers via the NY.Gov filing system. including filing exemption tracking, required employees’ ethics training entries(s).
- Review and upload Project Sunlight entries to OGS database.
Knowledge, Skills and Abilities
- Excellent written and oral communications skills.
- Ability to maintain and promote a high level of confidentiality.
- Proficient skills in Microsoft Office Suite including Excel, PowerPoint, Word and Outlook.
- Ability to develop and maintain professional relationships with internal and external stakeholders.
- Develop general knowledge of electric utility industry and NYS Public Officers Law §73; 73-a; 74; 19 NYCRR Parts 930-938 and 940 and 941; Civil Service Law 107.
Education, Experience and Certifications
- Bachelor’s Degree or Associates degree with a minimum of 1 year experience in a governmental, corporate, legal or regulatory environment.
Physical Requirements
- Ability to sit at a desk and operate a computer and office equipment.
- Approximately 20% travel primarily within NY State.
- Valid NY State driver’s license.
