Executive DirectorTexas Emergency Services Retirement System (TESRS)
The Board of Trustees (Board) of TESRS is seeking to employ an Executive Director (ED) to serve as its Chief Executive Officer. While subject to change, the anticipated date of employment of the new ED may begin January 2, 2024 or earlier. The deadline for applications is Monday, November 13, 2023.
TESRS is a state agency that was established in 1977 to provide retirement benefits for emergency services departments. A nine-member Board, appointed by the Governor, oversees the hiring and evaluation of the ED who is responsible for the day-to-day operations of the agency and supervision of TESRS’ employees, service providers, consultants, and investment managers.
The ED performs highly advanced policy administration and managerial work, which requires extensive experience in state government administration, the legislative process, and strategic planning. The ED reports to the Board and supervises a staff of nine persons; oversees operations for the agency; works closely with consultants for actuarial, audit, technology, cybersecurity, legal, and investment services; represents the agency at functions and maintains relationships with oversight bodies, legislators, fire services, and related associations; and assists the Board in continuing to provide effective and sound benefits to members of TESRS.
RESPONSIBILITIES:
The ED is responsible for the overall activities of TESRS. Key responsibilities include:
- Manages the day-to-day operations of the agency, which includes financial and budget activities and other administrative, operational and programmatic activities
- Develops, implements and monitors the TESRS strategic plan and budget
- Provides vision and leadership necessary for management of TESRS and its employees
- Prepares, reviews, edits, and approves reports in conjunction with the Board of Trustees for quarterly board meetings, legislative required reports and other meetings as deemed necessary
- Oversees agency information management systems and cyber security programs
- Resolves problems and questions presented by contractors and staff
- Devises a timetable, workplan to schedule, and monitor projects, activities, milestones related to TESRS performance objectives, and strategic goals.
- Develops schedules for achievement of TESRS objectives, programs or completion of projects
- Develops, reviews and makes adjustments in a long-range plan for agency goals
- Develops and recommends changes in policy and planning to the Board
- Provides support and consultation to the Board

Personal Characteristics:
- Must project strong leadership and management attributes, including vision and the ability to implement it, willingness and ability to delegate to, evaluate, and mentor staff, foster communication, collaboration and teamwork, and deal with conflict
- Politically astute; desire and ability to be involved with the administrative and legislative branches of state government
- Confident, mature presentation skills with an ability to develop immediate credibility with diverse parties ranging from the Board to legislators, TESRS members and the general public
- A high sense of integrity and ethics.
Experience and Education
- Bachelor’s degree in finance, business, statistics, mathematics or other closely related field; MBA, MPA or other advanced degree preferred. Strong experience in state government may substitute education requirements
- Significant experience in a management or supervisory role in a complex governmental organization; senior management experience in a public pension fund is strongly preferred
- Experience reporting to and working with a Board of trustees
- Working knowledge of institutional investment concepts and modern portfolio theory
- Knowledge of Texas legislative processes and state government rules and regulations; experience testifying, providing information and working with a political governing body is desired
- Knowledge of government management, including budget development and control, staff management, administrative prerogatives and responsibilities

- Knowledge of local, state, and federal laws and regulations; of business and management principles involved in strategic planning, resource allocation, and leadership techniques
- Knowledge of accepted business practices and procedures; of applicable rules, regulations, and policies; and of related legislative and legal practices and procedures.
- Knowledge of financial administration, budget control, and fiscal accounting, governmental accounting, budget control methods, polices, and procedures; and laws and regulations pertaining to fiscal operations.
- Skill in the use of a computer and applicable software
- Ability to problem solve, to analyze and solve work-related problem
- Ability to direct and organize and direct and organize program activities, goals and objectives that support the strategic plan
- Skill in both oral and written communications
- Knowledge of state procurement and contract managements requirements, regulations, and contract administration procedures
- Ability to interpret, and clarify legislation, statutes
- Knowledge of actuarial concepts and principles
- Excellent written and verbal communication skills are required
- Identify problems, evaluate alternatives, and implement effective solutions
- Develop and evaluate policies and procedures
- Direct the development of agency policies and procedures
- Prepare concise reports; to make presentations and testify at hearings
- Communicate effectively and to plan, assign, and/or supervise the work of others
- Ability to attend training for certifications, or licensures that may be required
Salary Range:
$7,716.67- $10,450.33 per month dependent on experience and qualifications.
