The posted salary range budgeted for this position is between $5,521.58 and $7,288.58 monthly. New hires will be typically brought into the agency at a starting salary between the posted minimum and the average pay of employees in their same classification in the Office of Technology unless the average pay exceeds the midpoint for the state position’s classification salary group. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who far exceed the requirements and qualifications for the role.
POSITION OVERVIEW:
This position will serve as the Texas Student Data System (TSDS) Subject Matter Expert (SME) for assigned TSDS data collections and for future initiatives in the Customer Relationship Division for the Office of Information Technology at the Texas Education Agency. This role is critical for improving school outcomes by supporting TSDS which is the principal data collection system for the state of Texas public school system including products for state and federal data reporting requirements.
This position performs advanced (senior-level) computer systems analysis work for the TSDS data collections. Responsible for the oversight of software changes for assigned TSDS data collections. Work involves the planning, prioritization, analysis, monitoring, and configuration of critical features of the system and ability to effectively mentor others. Requires the comprehensive understanding of user requirements, design, and technical implementations to ensure the customer needs are met.
This position works under minimal direction with considerable latitude for the use of initiative and independent judgment. Provides leadership, training, testing, support, and guidance to the TSDS Subject Matter Expert (SME) team. This system analyst will plan, assign and/or supervise the work of others and performs related work and other duties as assigned.

ESSENTIAL FUNCTIONS:
SUBJECT MATTER EXPERT:
Oversees the planning, design, development, implementation, testing, support, and maintenance of the Texas Student Data System (TSDS).
SYSTEM ANALYSIS:
Coordinates with stakeholders to identify system requirements, develop implementation strategies, and solve complex problems for TSDS data collections to ensure stakeholder requirements are met. Coordinates and/or tests and diagnoses TSDS applications to ensure the quality of TSDS data submissions.
DATA ANALYSIS:
Effectively understands the Texas Education Data Standards (TEDS) to provide technical direction and business guidance prior to the implementation of software changes as a result of legislative mandates, system/data standard upgrades, or stakeholder requests.
COMMUNICATION:
Effectively communicates with internal and external stakeholders to include the development, review and/or approval of assigned TSDS training materials, support resources, presentations and governance proposals as a result of legislative
mandates or stakeholder requests. May be required to conduct internal and external presentations to the project stakeholders.
TECHNICAL SUPPORT:
Coordinates and/or participates in the User Acceptance Testing (UAT) of system requirements to ensure the needs of TSDS stakeholders are met. Provides advanced troubleshooting and analysis to effectively provide tier 3 technical support to our customers through the TSDS Incident Management System (TIMS).

Qualifications:
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, business administration or a related field.
Experience: At least [5] years of experience in systems analysis and design work.
Substitutions: Education and experience may substitute for one another on a year-for-year basis.
OTHER QUALIFICATIONS:
• Belief that all Texas students can achieve at high levels and are able to succeed in college, career or the military.
• Proven experience in scheduling, testing, installing, and implementing and troubleshooting software solutions.
• Expert level of reading, understanding and analyzing Extensible Markup Language (XML) data sets.
• Proficient knowledge of the Ed-Fi methodology and data standard.
• Exceptional skill in coordinating, analyzing and solving complex problems.
• Ability to effectively make decisions daily and escalate to management, when necessary.
• Proven skill organizing, scheduling, and leading meetings.
• Demonstrates exemplary written and oral communication skills to support and train technical and non-technical users.
• May be assigned high-priority special projects or requests that need to be completed within a short timeframe.
• Accomplished at writing, editing, and reviewing communications for public distribution.
• Functional knowledge of Agile methodology for software development.
• Proven organizational skills, able to cope with rapidly changing information and processes.
• Works well under pressure making responsible decisions.
• Superior project and time management ability.
• Able to work in a cube environment with potential for significant auditory distractions.
