Arcadis is seeking Third-Party Coordinator for our Selma, CA location to work on the California High-Speed Rail project.
Must be able to work onsite in Selma, CA.

Role description:
Arcadis provides Project and Construction Management Services to oversee the Design-Build for Construction of the California High-Speed Rail (CHSRA) System in California’s Central Valley. In the Third-Party Manager role, you will manage a team of third-party coordinators. The team’s assignment is to relocate existing utilities in advance of construction and interface with railroad agencies on design and construction work as it relates to the CHSRA System. Typical utility agencies are PG&E, Southern California Edison, Southern California Gas, Telecom, and irrigation districts, and UPRR and BNSF for the railroad agencies.
Role Accountabilities:
Third-Party Administrative Duties
- Assist, 3rd Party Oversight Manager, Dry Utilities Manager, Wet Utilities Manager, Office Engineer & Third-Party Power & Gas Coordinator as needed
- Assist and Train new team members PCM Wide
Invoicing
- PG&E Contractor Invoicing
- Monthly Meetings with TRC Finance Management, DFJV & PCM to discuss/address corrections needed to avoid deductions
- PG&E Invoicing
Submittals
- Maintain & Distribute Submittal Tracking Sheets
- Administrative Reviews on Dry Utility Submittals
- Maintain Submittal comments Calendar
- Compile all Dry Utility Comments onto Comment sheets for weekly review
- Prepare submittal comments and responses to be returned to DB within the contract timeframe
- Work with DB Doc Control on correcting issues before issuing submittals to reviewers
- Meetings with Sub-contractor bi-weekly to discuss any submittal issues
- Work with Project Controls OM & Deputy Project Manager on forecast of Design Completion
- Route HSR Submittal Responses to Management for signoff approval
Task Orders
- Creating and Maintaining Task Orders through Full Execution
- Prepare Task Orders to transmit over to DB for Partial Execution
- Route internally to Management & Authority for Full Execution
Scope Conformances
- Route Scope Conformances to Third Party Coordinator, Deputy OM and OM for review and approval
- Create Scope Conformance package and route to HSR Management for Execution
- Track Scope Conformance and remaining funds available per SC on Tracking Log
- Attend and provide updates to in Bi-Weekly SC Status meetings
NTOs
- Review Incoming NTOs for accuracy
- Update and Maintain NTO tracker
- Remind and work with DB on submitting next rev of NTOs with upcoming expiration dates
- Attend and provide updates in Monthly NTO meeting with DB
Reporting
- Monthly Status Report Data for Project Controls Team
- Ad Hoc reporting from PCM/HSR Management
- Confidence Report – Leading and coordinated all Confidence Report data input from the Third-Party Team and was the point of contact for all internal and external questions.
- Utility Relocation Forecast
- Design Submittals – Coordinating with the internal team and with DFJV for all items related to design submittals including forecasting and tracking. In addition, setting up meetings with DFJV as required to monitor progress, and draft serial letters as needed.
- Construction – Coordinating with the Third-Party team to develop an estimated construction completed forecast for all remaining relocations and develop tools to track and compare the forecast to the Revised Baseline Schedule.
- Power BI Rollout – Leading the implementation of the Power BI app for Third Party Utilities. Coordinating with the Arcadis app developers to implement the needs of the team. Interfacing with Third Party Utilities Lead to ensure all data fields are correct and up to date.
Required Qualifications:
- 5+ years of experience in utility coordination on engineering and construction projects that includes dealing with Third-Party and utility agencies.
- Bachelor’s degree in a relatable field or equivalent work experience.
Key Skills and Attributes:
- Ability to communicate in a professional manner to many stakeholders.
- Ability to use Microsoft Office products including Word, Excel, PowerPoint, Outlook, etc.

The salary range for this position is $88,000 – $132,000.
