Toll Systems Specialist

HDR’s Mobility and Operational Technology Services (MOTS) is seeking a Toll Systems Specialist to join our growing Tolling and Alternative Revenue team. The primary responsibilities are to support toll systems and roadside project delivery, and support transportation clients in toll system planning, development, design, operations, and change management. In addition, will be responsible to assist project managers in delivering tasks including development of scopes, schedules, and budgets for tolling related projects.

In the role of Toll Systems Specialist, we’ll count on you to:

  • Assist with the development of practice areas related to toll program management and oversight including roadside toll systems, toll operations & maintenance, and back-office planning, technical and operational supports.
  • Support development of scopes of work, cost estimates, procurement documents, contract documents, and provide oversight of project tasks, deliverables, and sub-contracts
  • Support toll systems and equipment procurement processes and/or general program management contracts for toll related work elements including direct interaction with clients, and manage project meetings, design reviews, operations, project production and delivery.
  • Develop Plans, Specifications and Estimates (PS&E) design packages for toll systems and facilities including all electronic toll collection systems for toll roads, High Occupancy Toll (HOT) & Express Lanes, and multi-type toll plazas
  • Prepare and/or perform technical review of toll systems planning studies, engineering analyses, Concepts of Operations, and implementation plans;
  • Design and development of tolling concepts and reports including system requirement analysis, technology review and selection, toll equipment specifications, and back-office communications and operating systems.
  • Develop and/or review system integration plans, testing procedures and commissioning documents for toll systems.
  • Provide on-site support of roadside and back-office toll equipment installations, demonstrations, acceptance testing and commissioning activities by third parity.
  • Support field work with technical staff to collect site specific data as projects require
  • Assist with the design & implementation of toll related ITS projects including national ITS Standards, Active Traffic Management, communications systems, power distribution networks, and traffic control equipment.
  • Establish client relations and be involved with marketing, contract administration, and design and production meetings
  • Leverage work-share opportunities and coordinate workload with HDR business class managers locally and nationally
  • Learn and follow HDR processes for project management and QA/QC
  • Implement QA/QC procedures and execute technical training for junior staff
  • Perform other duties as needed

Qualifications

Required Qualifications

  • Bachelor’s Degree in Civil, Electrical, Systems Engineering, Software Engineering, or related engineering field, or strong equivalent work experience.
  • 5+ years of experience in the tolling and revenue collection industry
  • 10+ years of experience overall
  • Demonstrated technical writing and communications skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

Preferred Qualifications

  • Experience working with state DOTs and/or Toll / Thruway / Turnpike Authorities.
  • Experience with design-build and other alternative delivery contracts
  • Experience with roadway infrastructure design and construction projects
  • Involvement in professional organizations in the tolling and transportation technology field such as IBTTA and ITS America

Local candidates are preferred.

The expected compensation range for this position is $122,136 – $181,750 annually/hourly depending upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.)
