Tolling Associate Consultant
HDR’s Mobility and Operational Technology Services (MOTS) is seeking a Tolling Analyst to join our growing Toll consultant team. The primary responsibilities are to support toll agency clients as a consultant in the subjects of toll project delivery, planning, research, analysis, procurement, development, design, operations, and change management. In addition, the successful candidate may assist project managers in delivering tasks including the development of scopes, schedules, and budgets for tolling-related projects. The successful candidate will grow as a toll consulting generalist and may develop a specialization in tolling with career progression based on interests and skills.

Primary Responsibilities
In the role of Tolling Associate Consultant, we’ll count on you to:
- Research trends in the transportation industry to inform our clients about tolling policy, operations, and systems.
- Perform high-level analysis in Microsoft Excel to support decision-making.
- Support clients in toll program planning, requirements development, maintenance, operations, and change management.
- Review reports to monitor system key performance indicators and metrics.
- Analyze business processes and recommend and support implementation of changes to improve efficiency and accuracy. This may include developing training materials or standard operating procedures.
- Assist with business development efforts, including writing or reviewing proposals.
- Learn how to manage scopes of work, cost estimates, procurement documents, contracts, and provide oversight of project tasks, deliverables, and sub-contracts.
- Support procurement processes and/or general program management contracts for toll-related work elements including design reviews, operations, project production, and delivery.
- Support the development of conceptual tolling approaches.
- Establish client relations and be involved with marketing, contract administration, and design and production meetings.
- Learn and follow HDR processes for project management and quality assurance/quality control.
- Implement HDR’s standard quality assurance/quality control procedures.
- Perform other duties as assigned.

Qualifications
Required Qualifications
- Bachelor’s degree in Civil Engineering, Planning Systems Engineering, Business, Management, Computer Science, or similar fields.
- Proficiency in Microsoft Office applications such as Excel, Word, and PowerPoint.
- Excellent written and communication skills.
- Ability to handle a wide variety of tasks simultaneously requiring different skill sets.
- Ability to adapt to the needs of our clients and work outside of your comfort zone.
- An attitude and commitment to being an active participant in our employee-owned culture with collaboration, trust, and quality is a must.
Preferred Qualifications (one or more preferred but not required)
- Experience working with state DOTs, toll system integrators, planning organizations, or Toll / Thruway / Turnpike Authorities.
- Experience in business or management consulting,
- Experience in systems engineering
- Familiarity with tolling policies, technologies, or equipment
- Familiarity with data management and analytical tools such as Power BI, Tableau, etc.
- Local candidates are preferred.

The expected compensation range for this position is $57,400 – $82,000 annually/hourly depending upon skills, experience, education and geographical location.
