This position serves as a TRACS/MACH Developer performing difficult and specialized professional work in the Information Technology (IT) area of Applications for the Department of Innovation & Technology (DoIT) – Illinois State Police (ISP). The Department is seeking a highly skilled and organized individual to coordinate the analytical and programming functions required to adapt, convert, or develop applications. This position will gather requirements, analyze and make revisions to existing processes or creates new processes to enhance or resolve problems and new functionality within the systems, applications, and components. In this role, you will perform design and development of viable solutions as well as debugging, testing, tuning, and documenting of all programs and components. In addition, you will perform application administration tasks and serve as a technical resource to the user community on the implementation and maintenance of application systems. Job Responsibilities
40% 1. Under general direction serves as a TRACS/MACH Developer performing difficult and specialized professional work in the Information Technology (IT) area of Applications for the Department of Innovation & Technology (DoIT) – Illinois State Police (ISP):
- Coordinates the analytical and programming functions required to adapt, convert, or develop applications.
- Gathers requirements, analyzes and makes revisions to existing processes.
- Creates new processes to enhance or resolve problems within the applications and components.
- Performs evaluations of user requirements for new and existing system changes and/or enhancements.
- Develops system and application program specifications.
- Writes and tests program code and determines the best method for implementing system enhancements.
- Completes required application administrations tasks associated with development, including but not limited to, code migration, source control, application updates and installs.
- Utilizes Visual Studio, VB.NET, C#.NET, ASP.NET, SQL Server, XML, CSS, Java Script, TRACS and MACH, and the TRACS SDK Development Platform in performance of duties
30% 2. Provides application design and development of viable solutions.
- Performs debugging, tuning, and documenting of all programs and components.
- Performs unit, integration, acceptance, and regression testing to verify that system components function correctly and meet requirements
30% 3. Serves as a technical resource to the user community on the maintenance, problem resolution, and implementation of the application systems:
- Interviews and consults with clients concerning desirable changes and performs comprehensive studies and analyses of client needs and objectives.
- Makes recommendation to management regarding resolution and changes.
- Assists with development of training documents and training guides
10% 4. Keeps abreast of new developments in the IT field:
- Continues education by attending meetings, seminars and conferences to increase familiarity with and maintain current on IT products, systems and vendors to understand the latest technologies.
- Receives advanced training in systems development.
- Represents the project team by attending meetings, conferences, or seminars.
10% 5. Serves as a resource and contact for end users:
- Monitors applications, answers questions, and responds to emergency requests when problems arise
5% 6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires one year (1) of professional experience in applications development or related Information Technology field.
Specialized Skills
- Requires one (1) year of professional experience with relational databases.
- Requires one (1) year of professional experience using web services technology.
- Requires one (1) year of professional experience utilizing Visual Studio, VB.NET, C#.NET, and ASP.NET.
- Requires one (1) year of professional experience utilizing SQL Server, XML, CSS, and Java Script.
Preferred Qualifications (In Order of Significance)
- One (1) year of professional experience with relational databases
- One (1) year of professional experience using web services technology
- One (1) year of professional experience utilizing Visual Studio, VB.NET, C#.NET, and ASP.NET
- One (1) year of professional experience utilizing SQL Server, XML, CSS, and Java Script
- One (1) year of experience analyzing data logically and exercising sound judgement in defining and evaluating problems of an operational or procedural nature.
- One (1) year of experience using TRACS, MACH and TRACS SDK Development Platform.
- Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients, and others.
- Developed verbal and written communications skills to present technical information to others with clarity and precision
Conditions of Employment
- Requires the ability to pass a position specific, agency required background check

- Requires the ability to work outside of normal hours including day, night, weekend and/or holidays to guarantee operational status of applications
- Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone, etc.
- Requires the ability to attend seminars, conferences and training to remain current on methods, tools, ideologies or other industry related topics relevant to job duties
- Requires the ability to serve in an on-call capacity
- Requires the ability to serve in rotation for call outs on system problems
- Requires the ability to lift and carry objects weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
