Trade Compliance PM Governance, Global Trade and Product Compliance

Amazon Web Services (AWS) is looking for an experienced Trade Compliance Program Manager (PM) Governance to support our business on a broad range of global import and trade compliance matters. You will be responsible for global trade classifications as the subject matter expert and communicate technical analysis and decisions to team members, Technical Program Managers, cross-functional partners, and senior management.

You will work with both internal and external partners to define and measure operational processes, leverage technical data by constantly using data to improve and strengthen AWS import compliance controls. You will interact with AWS Development, Datacenter Engineering, Services, Operations, Procurement, Supply Chain, Legal, Tax, and other internal businesses and external stakeholders to drive trade compliance. This position will report to the Manager of Global Trade Operations Goverance team for AWS in Seattle.

Key job responsibilities
• Serve as an import classification Subject Matter Expert responsible for global classification alignment
• Develop and implement a long term vision for global import classification program
• Maintain oversight of day-to-day global classification operations while engaging with internal stakeholders, regional leaders, and contracted freight forwarder/customs brokers
• Build and maintain relationships with internal stakeholders as well as with vendors/suppliers to obtain requisite technical product data needed to perform accurate import classifications and operational strategies
• Provide documented classification justifications based upon the GRI foundation for global import classifications.
• Manage daily tasks related to providing import compliance guidance with all US and Non-US regulations in the conduct of AWS trade activities, including conducting research, updating status reports, and coordinating team deliverables
• Assist with technology, hardware, and software trade classification, including: Harmonized Tariff Schedule (HTS), Schedule B, and Export Control Classification Number (ECCN)
• Interface with internal and external functional partners to identify and rectify any information/process gaps
• Develop, document, and maintain operational processes and procedures
• Build communications and training plans to ensure all internal and external partners are aware and aligned to trade compliance processes

About the team

GTPC is responsible for ensuring that the infrastructure equipment necessary to support the AWS services are imported/exported in a compliant manner across the multiple countries where AWS operates and will expand to.

BASIC QUALIFICATIONS
• 4+ years of direct experience with customs and import compliance
• 3+ years’ experience commensurate with extensive knowledge of handling imports and/or exports in accordance with foreign government regulations
• 3+ years’ experience leveraging technology and data-driven metrics to drive process improvements
• 3+ years’ direct experience with deep diving import classifications

PREFERRED QUALIFICATIONS
• Bachelor’s Degree from an accredited institution
• Master’s Degree is a plus, but not required
• Ability to navigate GRI, HTS, Rulings and other trade publishing to support classification justifications
• US Customs Brokerage License a plus, but not required
• Global logistics or supply chain experience is desirable
• Experience analyzing and classifying high-tech commodities or IT equipment
• Experience applying trade knowledge to business flows, and understand priorities from a financial and tax assessment perspective highly desirable
• Six Sigma is a plus, but not required
• Meets/exceeds Amazon’s leadership principles requirements for this role
• Meets/exceeds Amazon’s functional/technical depth and complexity for this role

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $91,800/year in our lowest geographic market up to $185,000/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
