The Maryland National Capital Park and Planning Commission is an award-winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks, and park-school recreation areas throughout Montgomery and Prince George’s counties. We administer and maintain the park systems, and in Prince George’s County, we are responsible for developing the County’s public recreation programs.
Our Department of Parks and Recreation is responsible for planning, supervising, and coordinating park/recreation facilities and services throughout the Southern Region of Prince George’s County. The Southern Region Parks Division (SRPD) comprises nine major work programs: Trades, Custodial, Playgrounds, Trash and Recycling, Area Maintenance, Trails, Program Support, Athletic Fields, and the Administrative section. SRPD’s mission is to provide professional, high-quality maintenance and maintenance support services for all parks and recreation facilities and support the diverse work programs of the Parks & Recreation Department in Prince George’s County and its customers. The organization has added a range of new services to its current program offerings and new positions to implement them. We are growing by leaps and bounds and offer various opportunities for advancement.
The mechanics fall under the operational supervision of the Southern Region Park Division section, which provides preventive maintenance and routine/emergency repair for all vehicles. The Trades Shop Supervisor independently plans the responsibilities of the three garages and ensures established policies and procedures and accepted practices carry it out. The incumbent will keep the supervisor informed of any issues and resolve problems by selecting and applying the appropriate guidelines and bringing challenging and highly sensitive issues to the supervisor for guidance or resolution.
The Trades Shop Supervisor is also responsible for leading, coordinating, and monitoring the day-to-day technical projects of the teams; providing logistical resources and project assignments; defining the unit’s goals/objectives; and interacting with senior management, external stakeholders (such as utility company representatives, the County Permits & Inspections) and other managers as needed to coordinate program activities. Reporting directly to the Recreation and Park Maintenance Coordinator will lead the team to coordinate and monitor the work of other Automotive/Equipment Mechanics. May additionally direct, lead, coordinate, and monitor the work of Trades Apprentices and Automotive/Equipment Mechanics.
Reporting directly to the Recreation and Park Maintenance Coordinator will lead the team to participate in construction projects (new installs, repairs, renovations/additions, and painting), which will determine project scope, prepare bid and procurement documents and determine contractor resources needed, as well as, setting up installation timetables; perform preventive maintenance on building systems related to the structure and equipment (i.e., buildings, shelters, office buildings, ice rinks, pools, etc.). Implement effective preventative and general maintenance programs that set the parameters for all facilities; conduct ongoing repairs on all equipment based on incoming service calls.

Examples of Important Duties
- Plan projects; receives work orders for unit automotive/equipment mechanical projects. Schedules incoming repairs and preventative vehicle maintenance using a computer system; determines the type of repair needed (e.g., accident, routine maintenance, safety). Reviews technical manuals, illustrations, specifications, and diagrams to determine appropriate repairs; drives inspects, and performs diagnostic tests to locate defects and causes of mechanical and other problems to determine the type and extent of necessary repairs.
- Direct mechanics crew(s) on projects; plans, assigns, and checks work of other Automotive/Equipment Mechanics, Trades Apprentices, and Park/General Maintenance Workers who support skilled trades workers. Coordinates activities from beginning to end of projects; inspects all work and keeps repair/maintenance projects on schedule.
- Performs difficult mechanical repairs and specialized assignments involving rebuilding, replacing, and servicing cars, trucks, tractors, backhoes, bulldozers, front-end loaders, road graders, transmissions, engines, axles, hydraulic and pneumatic systems; re-wire and repair electrical, electronic, and computer utility systems. Rebuilds and replaces brakes, lights, horns, belts, hoses, shock absorbers, ball joints, tie rods, mufflers, fuel pumps, and other parts.
- Performs as a primary evaluator and guides assigned personnel; Completes performance evaluations, personnel forms, and documents as prescribed by regulations and enforces Commission rules, regulations, and policies.
- Prepares and reviews informal bid proposals; prepares material requisitions and estimates of tools, equipment, supplies, and materials required to complete assignments and records expenditures.
- Coordinates regular preventive maintenance inspections on cars, trucks, mowers, tractors, golf carts, and other vehicles; may conduct maintenance or repairs such as changing oil, filters, and fluids. Lubricates moving parts; replaces or charges batteries. Inflates, balances, changes, and rotates tires; adjust brakes, clutches, and tunes engines.
- Coordinate emissions inspections and testing for assigned vehicles and repair vehicle emissions systems.
- Completes required administrative paperwork and recordkeeping; maintains electronic repair records information system. Maintains crew and project schedules and records of materials used, tasks completed, accidents, and injuries; records and updates the electronic database with vehicle maintenance data and other work assignments.
- Assign and maintain an inventory of power equipment, tools, safety equipment, and vehicles assigned to the crew. Obtains quotes, make purchases, and check invoices to ensure materials are received and delivered.
- Drives motor vehicles to carry workers and haul tools, equipment, materials, and supplies; loads and unloads tools, equipment, supplies, and materials. Setups tools and equipment; tows vehicles and equipment to the garage for repairs. Test drives vehicles and equipment to identify problems after the repair.
- Utilizes personal protection equipment such as a respirator, foot, and eye protection while performing duties; performs critical Americans with Disabilities Act (ADA) compliance work to remove barriers. Provides instruction on proper use and safety measures; ensures safe and efficient work practices are followed. Checks work site for potential hazards; applies safe and effective machine operation, maintenance, and storage methods.
- Monitors fuel sites to ensure regulatory compliance and check fueling systems; fill fuel tank during deliveries.
- Locate, measure, and mark site locations or placement of structures or equipment, using measuring and marking equipment.
- Provide valuable input to the budget based on cost projections
- Order construction or extraction materials or equipment.
- Inspect work progress, equipment, or construction sites to verify safety or meet specifications.
- Read specifications, such as blueprints, to determine construction requirements or to plan procedures.
- Monitor construction operations
- Supervise, coordinate, or schedule the activities of construction or extractive workers.
- Estimate material or worker requirements to complete jobs.
- Order or requisition materials or supplies.
Minimum Qualifications
- High School diploma or Certificate of General Educational Development (GED).
- Completion of approved apprentice program or four (4) years of progressively responsible experience in a skilled trade.
- Four (4) years of progressively responsible experience including at least two (2) years leading a crew or crews of trade workers or administering trade projects (e.g. procurement of materials, work scheduling, processing staff evaluations).
- An equivalent combination of education and experience may be substituted, which together total 8 years.
- Master license or certification (issued by appropriate local jurisdiction) in related trade as applicable.
- Valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
- Pass Commission medical examination.
