Purpose of Announcement
EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON VACANCY IN THE DEPARTMENT OF LIBRARY AND FUTURE VACANCIES AS THEY OCCUR.
This employment list will also be used for future EAST AND WEST Jefferson vacancies in various Departments as they occur.
Kind of Work
Under general supervision, the purpose of the position is to develop, design, prepare and conduct training programs for Parish personnel. Employees in this classification are responsible for providing training to unskilled, paraprofessional, supervisory, and management personnel as directed. Position coordinates and conducts training programs, and evaluates and certifies employees’ progress. Assists with special projects as directed. Performs related work as directed. Candidates must be willing to complete training/certification, prior to the end of the employment probationary period, via the National Safety Council, American Heart Association, or similar agency, in CPR Instruction, defensive driving, and/or other workplace training area, as may be required by the hiring department. Position requires driving of a personal vehicle, thus candidates possessing a valid driver’s license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.
For the current vacancy in the Library Department, the position conducts library training sessions for the public and library employees in any areas of library technology. This includes ILS software and systems, library applications, Microsoft Office, Video Conference, and Computer Based Training.
Minimum Qualifications For Admission to Examination
Meets one of the following:
1) Possession of an accredited Bachelor’s degree and one (1) year of full-time, paid work experience as an instructor or trainer with responsibility for development, implementation, and delivery of employee training programs or community education programs.
OR
2) Possession of an accredited Associate’s degree and three (3) years of full-time, paid work experience as an instructor or trainer with responsibility for development, implementation, and delivery of employee training programs or community education programs.
OR
3) Possession of a high school diploma or equivalency certificate and five (5) years of full-time, paid work experience as an instructor or trainer with responsibility for development, implementation, and delivery of employee training programs or community education programs.
Substitutions: Valid certification as a Microsoft Office Specialist may substitute for one (1) year of required experience.
Completion of a college degree/certificate program with concentration in Education, Human Resource Development, Instructional Technology, or a closely related area may substitute for one (1) year of required experience.

Kind of Examination
(ENTRANCE AND PROMOTIONAL)
The examination will consist of a written test, a rating of training and experience, an oral panel interview or any combination. Qualified applicants will be notified of the time, place, and date of any assembled testing. Applicants must supply complete and accurate information concerning their training and experience including a detailed description of their work experience, the names and addresses of all previous employers, and dates of employment. The Personnel Department reserves the right to determine the quality and quantity of education and experience claimed for credit.

Vacation (Annual Leave)
Employees accumulate one half day of paid vacation for every two weeks worked.
Leave accrual rates increase with years of service. Any unused annual leave is
usually paid upon separation from Parish Employment.
Sick Leave
Employees accumulate one half day of paid sick leave for every two weeks worked.
Sick leave is available for personal illness, injury or medical consultations.
Holidays
Nine paid official holidays are observed, plus any holidays declared by Parish Officials.
Life Insurance
All regular employees receive a life insurance policy equal to one year’s salary.
Extra insurance may be purchased.
Medical Insurance
An HMO medical insurance plan is avalable for employees and their
dependents. Jefferson Parish pays 80% of the premium for employees and 50% of
the premiums for dependents.
A Flexible Benefits Plan
Employees have the opportunity to save money by paying for health
insurance and optional insurance with pre-tax dollars. A Flexible Savings
Account for Medical Expenses and Dependent Care is also available.
Retirement
Most regular employees belong to the Parochial Employees’ Retirement
System instead of the Social Security System. For employees hired after
January 01, 2007, a pension calculated at 3% of salary per year of service
is provided upon retirement at age 67 with 7 years of service, age 62 with
10 years of service, or age 55 with 30 years of service.
Tenure Payment
Employees are paid $25 per year of service in December of each year.
Employees must have worked two years before the first check is paid.
Deferred Compensation Plan(457b plan)
Similar to 401K programs, the 457b Deferred Plan allows employees to defer
up to $14,000 of pretax income each year to supplement retirement savings.
Pre-tax contributions can be cashed in upon retirement or termination without
penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.
Special leaves of absence for military service, maternity leave, etc.
