Summary
Responsibilities include providing oversite of the environmental assessment and transmission line routing evaluation in preparation for compilation and submittal of the requisite CCN application submittal to the PUCT. Additional responsibilities include evaluating transmission plans and other proposed projects, determining the necessary regulatory approvals required, and planning, directing, and completing any PUCT, municipal and other governmental filings to ensure that all regulations are properly interpreted and adhered to in the transmission facility approval process such that approvals are secured in time to support projected in-service dates. (CCN = Certificate of Convenience and Necessity)
Key Roles & Responsibilities
Directly or through others, the incumbent:
Administers the application of the CCN to the PUCT
Provides technical expertise and interpretation to engineering and operations personnel on PUCT, municipal and other governmental siting regulations that impact projects.
Develops and improves processes and procedures to ensure consistent, complete, accurate and timely applications are presented to the PUCT and other governmental bodies.
Manages the activities of internal and external personnel to ensure compliance with the Oncor guidelines, methods and governmental regulations.
Assists Regulatory Affairs in responding to rulemakings at the PUCT.
Organizes and manages the timing of various siting studies as priorities change in order to ensure the timely filing of CCN applications and other siting approvals.
Directs the activities of outside consultants and Oncor personnel to complete transmission line routing studies, environmental assessments, and siting of transmission lines compliant with Oncor practice.
Prepares written testimony, responds to discovery and other Requests for Information, and provides written and oral testimony in contested cases before the PUCT.
Evaluates written testimony from intervenors in contested cases before the PUCT and helps to develop strategies to respond to that testimony.
Prepares input to and reviews Monthly Construction Progress Reports (MCPR) on CCN filings and construction to ensure compliance with PUCT rules.
Prepares budgetary recommendations for costs associated with CCN applications and other siting projects.
Develops outside consultant resources required for transmission line routing studies, siting processes and other tasks associated with PUCT filings and other governmental approvals.
Education, Experience, & Skills
Project Manager II
Education – Bachelor’s degree, with engineering, construction, or business related field and familiarity with ROW, transmission, and regulatory processes preferred
Experience – Three years or more in transmission line engineering, regulatory, construction, project management, or regulatory role with proven project management and organizational skills
Familiarity with Regulatory guidelines pertaining to CCN’s
Experience compiling CCN applications
A working knowledge of Environmental Assessment processes and procedures preferred
PUCT expert witness testimony experience preferred
Skills – Demonstrates strong written and verbal skills; Proficiency with Microsoft Office and various Company computer applications; Adaptable to changing conditions while appropriately prioritizing work assignments and consistently meeting deadlines; Clear understanding of purposes for adherence to financial and schedule constraints
Project Manager Sr.
Education – Bachelor’s degree, with engineering, construction, or business related field and familiarity with ROW, transmission, and regulatory processes preferred
Experience – Five years or more in transmission line engineering, regulatory, construction, project management, or regulatory role with proven project management and organizational skills
