Official Position Description:
Acts as staff specialist to develop engineering policies, plans & criteria for a variety of projects & activities that have a significant impact on major organizational programs. As a Project & Contract Manager & District Liaison to the Office of Consultant Services, assures accurate & timely updating of management information systems (i.e. ELLIS, SAFe, Consultant Evaluation/Consultant Selection Systems (CES/CSS) Enterprises Information Management System) & assures business rules, policies & procedures are implemented, used & maintained as standard business practice. Keeps abreast of engineering/technical activities & assists in development of section policy, budget preparation &/or long-range planning. Advises offices, consulting firms, Federal Highway Administration (FHWA), local public agencies & others with projects & problems in assigned areas. Guides district project managers & engineering firms regarding policies & procedures in consultant contracts (e.g. contract compliance, contract modifications, tree cutting contracts) providing invoice submittals & funding eligibility.
Serves as Project Manager by independently managing consultant led & complex projects (e.g., roadway, traffic, right-of-way, drainage, structure, preliminary development, transportation planning) by utilizing engineering principles & assures plan file & award deadlines are met. Oversees subprograms (i.e. Railroad & ODNR) as district rail coordinator, tracks construction agreements when agreement has been executed. Coordinates invoice reviews & processes invoices. As district ODNR Liaison plans, designs, coordinates & sells ODNR projects.
Qualifications
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
