This supervisory position manages the traffic engineering program including coordinating activities with other divisions, departments, and outside agencies, and providing highly responsible and technically complex staff assistance to the Department of Transportation Planning and Engineering Division Manager. The work requires incumbents to apply a high level of professional knowledge and technical proficiency as well as applying established guidelines and alternatives to determine facts, analyze problems, and made decisions.
This position’s responsibilities include but are not limited to:
- Preliminary design and project development.
- Review and development of department guidelines.
- Design specifications of manuals.
- Development and administration of program and project budgets.
This classification is in the unclassified service and is exempt from the Pima County Merit System Rules.
Duties/Responsibilities
(Work assignments may vary depending on the department’s needs and will be communicated to the applicant or incumbent by the supervisor.)
Develops program goals, objectives, policies, and procedures, and establishes short- and long-range program performance plans subject to management review;
Manages and administers program activities and evaluates program effectiveness and success;
Manages the activities of professional staff and evaluates their performance;
Develops, negotiates, monitors, and administers contracts, intergovernmental agreements, and/or financial and service agreements for the program managed;
Monitors program contract compliance and takes corrective action as required;
Performs as a program representative within the community, delivers informational news releases, serves as a program contact person, and participates in community awareness activities;
Develops and maintains effective working relationships and coordinates program activities with other County departments, public and private agencies, organizations and groups to promote the program and its goals;
Analyzes local, state and federal legislation and ensures program compliance with applicable regulations and policies;
Directs organizational and management studies for the purpose of identifying problems and alternative solutions to the problems;
Develops, writes and administers the program’s annual budget, prepares program-related financial forecasts, and identifies funding sources to support program activities;
Reviews and analyzes routine and special reports detailing the status and/or success of the program, prepares recommendations, and/or initiates corrective action;
Evaluates management problems and makes decisions regarding the proper course of action;
May make recommendations to the Board of Supervisors regarding program objectives;
May direct the preparation and submission of proposals and grant applications;
May access or maintain specialized databases containing program-specific information to review information or generate reports.

Minimum Qualifications
DESIRED QUALIFICATIONS:
A bachelor’s degree in civil engineering or closely related field from an accredited college or university. Current registration in any state Professional Engineer (PE) or Registered Professional Engineer (RPE). Multiple years experience within a public works environment of which at least two (2) years were in a supervisory or managerial capacity.
(Additional relevant professional engineering experience and/or education from an accredited college or university may be substituted.)

- Bachelors degree in civil engineering or closely related field.
- A current registration in any state as a Professional Engineer (PE) or Registered Professional Engineer (RPE).
- Minimum seven (7) years experience in application of transportation engineering principles and practices, including traffic analysis, geometric design, and transportation planning.
- Minimum seven (7) years experience in applying analytical and problem-solving skills for evaluating transportation systems, identifying issues, and proposing effective solutions.
- Minimum seven (7) years experience in project delivery, development, and construction of improvement projects.
- Minimum seven (7) years experience with project design criteria, construction methods, and cost estimating.
- Experience in organizing and directing personnel to affect maximum efficiency, communication, and coordination.
- Experience communicating, both written and verbal, to convey technical information to clients, team members, and stakeholders in order to build consensus.
- Minimum two (2) years experience in a supervisory or managerial capacity.

Licenses and Certificates: Some positions may require specific licenses, or certifications required by law, statute, accrediting agencies or contract provisions. Valid driver license is required at time of application. ValidAZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
