Official Position Description:
Oversees & directs project activities to ensure efficient & safe use of equipment & personnel to perform earthwork, excavation, embankment drainage, structures both minor & major, concrete pavement, bituminous asphalt paving & berm work, electrical & signing, clearing & grubbing operations, seeding & mulching, etc., inclusive of all elements of projects as described by contract; oversees testing of concrete, asphalt concrete & aggregates for quality control & compaction of soil; provides technical assistance to other agency managers in area of expertise & evaluates & recommends changes in work practices which impact program; operates state vehicle to travel to job sites and assure that projects are completed (i.e., check contractor compliance with state specifications): prepares reports, uses laptop computer to enter notes for construction diaries & refers to portable files for specification notes & plans; assists in formulating district construction short & long term goals. Assures accuracy of data entered into transportation management system (TMS).
D evelops, implements & enforces policies, procedures & safety practices relating to inspection of roadway construction activities including approval of use of contingencies (i.e. quantity & design changes); audits construction projects for compliance with ODOT’s documentation procedures which involves auditing pay quantities & all supporting documentation; assures projects are finalized within six months of completion; utilizes knowledge of ODOT’s construction procedure manuals, specifications & their applications as they apply to proper documentation of required work; works with multiple areas (e.g., test lab, projects, construction office, etc.); determine requirements & resolve any difference prior to approval & certification.
Prepares & keeps complete file for project activities (e.g., plans showing locations, character, dimensions & details of work, daily diaries, contractor’s estimates, field calculations, field measurements, etc.) assures pay quantities are correct & all contract features are accurately recorded; formulates budgetary recommendation based on anticipated needs; operates computer to enter & retrieve data from CMS & related systems; acts as liaison between contractors, utilities, railroads, material suppliers & District Transportation Engineer 3 & 4’s to insure successful development, implementation & administration of projects.
Inspects bridge decks, embankments, drainage &/or resurfacing projects; reviews warranty projects and prepares reports based on the review; assures assigned state equipment is maintained in good working condition; attends preconstruction schools.
Supervises employees in assigned area depending on operational need.
Qualifications
12 mos. trg. or 12 mos. exp in supervisory principles & techniques or management which included responsibility for developing work plans involving estimates of time, personnel &/or equipment or materials required to complete projects,
&
4 yrs. trg. or 4 yrs. exp. in construction, associated safety practices, & using/operating associated equipment or knowing how equipment is used on construction jobs.
– Or equivalent of Minimum Class Qualifications for Employment noted above.
