Official Position Description:
Inspects paving on simple construction projects (e.g., two lane resurfacing, rehabilitation and relocations) to ensure contractor compliance to plans, notes, and specifications related to pavement materials; (e.g., examines plans, verifies calculations, checks quantities, estimates costs; conducts material testing ); Assists in ensuring contractor compliance to State and Federal regulations pertaining to asphalt sampling requirements and plan specifications (e.g., applies knowledge of material testing procedures and material specifications to verify contractor submitted material data). Approves use of contingencies (i.e., quantity and plan design).
Recommends mix designs and new material utilization and application base on testing results. Performs required testing on asphalt materials; (e.g., AASHTO T-168 – Sampling Bituminous Paving Mixtures, AASHTO T-27 – Sieve Analysis of Fine and Coarse Aggregate, AASHTO T 30 – Mechanical Analysis of Extracted Aggregate, ASTM D2726 – Bulk Specific Gravity & Density of Compacted Bituminous Mixtures using Saturated Surface Dry Specimens, AASHTO T 209 – MSG (Rice method), ASTM 2172 – Quantitative Extraction of Bitumen from Bituminous Paving Mixtures, ASTM 2041 – Theoretical Maximum Specific Gravity of Bituminous Materials, ASTM D4125 – Asphalt Content of Bituminous Mixes by Nuclear Gauge, ASTM 3203 – Percent air-voids in Compacted Dense & Open Bituminous Materials); Verifies contractor RAP sources and tests RAP composition using reflux analysis; Maintains knowledge and operation of asphalt and aggregate testing equipment (e.g. Mechanical Sieve Shakers, Asphalt Ignition Oven, Nuclear Gage, Centrifuge). Maintains asphalt testing documentation (e.g. enters and verifies testing data for samples on TAS (Testing Administrative System), keeps records of and compares sister test sample results with contractor plant results and notifies supervisor of discrepancies, researches existing records to provide detailed information to Testing Engineer). Maintains inventory of lab equipment and identifies testing equipment failures and needs.
Acts as liaison between District Testing Office, contractors, material suppliers, and project personnel (e.g., answers questions, provides guidance and assistance for contract plans and asphalt material specifications). Visits plant/project sites to perform work in support of Test Lab QAR team (e.g. asphalt pavement inspection, verification of project data, gathers field data for pavement evaluation studies).
Assists in the preparation and presentation of annual training programs. Attends seminars/training to update knowledge in asphalt testing technology and to maintain certifications. Performs related duties to facilitate the operational needs of Test Lab.
Qualifications
Completion of associate degree program in engineering technology; 2 yrs. engineering related technical experience in construction/rehabilitation/maintenance or planning & design of civil engineering projects or materials testing, with experience commensurate with position to be filled.
-Or 4 yrs. trg. or 4 yrs. exp. in engineering related technical experience in construction/rehabilitation/maintenance projects or planning & design of civil engineering projects or materials testing, with experience to be commensurate with position to be filled.
