Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking a Transportation Technician 3 for our South-Central Region’s Project Development Office. This position directly supports WSDOT’s mission by working with a team of engineers and other technicians on the region’s survey crew to provide data and support to the region offices, mainly design and construction, as they deliver highway projects that conform to state standards and laws.

What to Expect
Among the varied range of responsibilities held within this role, the Transportation Technician 3 will:

  • Perform and follow tasks in accordance with WAC and Washington state land survey standards, techniques, methodologies.
  • Operate and assist in inventory survey instrument and all assigned gear, tools, and vehicle.
  • Operate, maintain, and calibrate a variety of instruments.
  • Operate survey instruments and CAD software when conducting land survey duties. Understand and comply with WSDOT Computer Aided Engineering standards and survey preparations.
  • Write proper field notes and daily field reports to document the survey and when needed transcribe this information into other forms of conveyance, such as memos, emails, and reports.
  • Operate as the pilot in command or visual observer during flight operations and hold a current FAA Part 107 license.
  • Maintain inventory and oversee the care of all equipment associated with the UAV.

Qualifications
This is a Transportation Technician 3 () position. However, the hiring manager reserves the right to fill the position at a lower level (or ) depending on the qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To be considered for this opportunity at the Transportation Technician 1 () level, the following are required:

  • High School Diploma or GED

To be considered for this opportunity at the Transportation Technician 2 () level, the following are required:

  • Associate degree in civil engineering technology, Surveying, drafting or other closely related field.
  • One (1) year of experience as a Transportation Technician 1 or Equivalent.

To be considered for this opportunity at the goal class, Transportation Technician 3 () level, the following are required:

  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.
  • OR A Bachelor’s degree in Engineering.
  • OR Certification as an Engineer-in-Training.
  • OR Certification as a Land Surveyor-in-Training.

To be considered at any level the following are required:

  • Possess a valid driver license.
  • Part 107 license must be obtained within the first 12 months of employment.
  • Survey equipment skills and ability: Ability to operate a total station, bar code level, data collector and GNSS antenna, UAV, USV or any other equipment being utilized in the region to collect a variety of data.
  • Ability to convey ideas and facts orally and in writing to team members, supervisors, and support groups using a language that the audience will best understand.
  • Ability to use a computer and learn software used for the delivery of survey data such as MS Word, Excel, Outlook, MicroStation, InRoads, and other software specific to WSDOT.
  • Ability to comprehend complex mathematical calculations necessary to complete the surveying; to utilize the Highway Survey Manual, Design Manual, Plans Preparation Manual, Hydraulics Manual, Standard Plans, Standard Specifications and other WSDOT manuals for delivering the survey data to design and construction offices.

It is preferred that qualified candidates also have:

  • Washington Professional Land Surveyor-in-training
  • Experience/prior exposure to design, construction, traffic, materials, program management, or other WSDOT related types of work.
  • Experience with Bentley software products MicroStation, InRoads or OpenRoads
  • Experience with Microsoft Office software such as Outlook, Teams, Word, and Excel.
  • Experience with Survey software DJI Terra, Pix4d Mapper, Survey and/or Matic, Leica LGO, Infinity, and Cyclone 3DR.
  • Experience with ARC GIS Pro, Visual Studio software and have a proficient working knowledge of C sharp, JavaScript, Html/CSS and ASP.NET.
  • Experience in the Private or Public Survey field as Tech, or intern.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
