POSITION DESCRIPTION: Directs and supervises staff and provides advanced engineering and technical guidance for the District Traffic Operations Office Freeway Management System (FMS) area. Meets regularly with employees to assign work, establish work objectives and timelines to ensure working objectives are met. Evaluates employee’s performance, during established timeframes, throughout the year and at formal review periods. Motivates and trains and/or ensures required training is available for staff. Communicates regularly with direct reports, both individually and in staff meetings. Ensures that all the paperwork required for processing pay documents and human resource matters, including performance appraisals, disciplinary actions, filing vacant positions and separations, are completed accurately and processed in a timely manner.
Plan, direct, organize, track and manage activities associated with the transportation systems management and operations (TSM&O) freeway master plan and plan updates. Ensure activities of the section are consistent with the underlying principles of the master plan and that any variance from the master plan are well supported and add value to the FMS infrastructure. Direct and assist with identifying projects for additional infrastructure deployments. Plan for program execution to ensure manpower, equipment, training, and other resources needs are identified. Develop and recommend to the TSM&O Program Engineer organizational changes to meet the growing needs of a complex urban transportation system. Provide liaison with other governmental agencies and the public for coordination of FMS projects / programs in the region. Responsible for advanced traffic engineering work, specifically in the application of technology to efficiently and effectively operate the State Freeway / Expressway System.
Serve as the District’s project leader for the operations of manage lane projects which may include coordinating, directing and guiding staff in the office of Intermodal Systems Development Office (ISD), Design, Construction, Maintenance, Legal, Public Information Office, and others as appropriate. Liaise with staff in other organizations to ensure coordination related to toll operation, marketing, rule development and other task requiring multi-district or multi-agency input. Serve as the principle technical spokesperson on manage lanes projects during implementation and operations phases.
Organize, track and monitor the identification and use of appropriate, value-added performance measures to maximize the safety operation of the District’s freeway infrastructure through TSM&O systems operations. Oversee and monitor the development, enhancement and updates to alternative route diversion plan and their implementation when appropriate. Oversee and monitor the continued deployment and enhancement of incident management techniques with an emphasis on cost effectiveness and community acceptance. Signs and seals engineering documents as required.
Develop and manage consultant contracts and other types of agreements that support FMS functions and / or relate to performance targets. Includes developing documentation for contract funding, request for proposal (RFP) and related documents, participation on technical review committees (TRC), evaluation of contract work products, consultant evaluation and invoice processing/approval.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and skilled at traffic engineering/operation principles and analysis techniques; Knowledge of TSM&O concepts, terminology, principles and practice; Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD); Knowledge of and skilled at traffic engineering study guidelines; Knowledge of and skilled at identifying, analyzing and solving traffic operations, operational problems; Knowledge of the correct use of English grammar and punctuation in communicating spoken and written business product; Skilled in developing and making presentations; Knowledge of and skilled at using computers and current computer programs at an intermediate level; Knowledge of and skilled at project management and scheduling; Knowledge of and skilled at supervisory principles and techniques; Knowledge of and skilled at monitoring and evaluating employee performance; Knowledge of business plan development and implementation; Knowledge of and skilled at establishing working relationships effectively and working with others, outside the line of formal authority, to accomplish organization goals and to identify and resolve problems; and Ability to effectively supervise others
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registered Professional Engineer in accordance with Chapter 471, Florida Statutes.
