POSITION DESCRIPTION: Administer the Turnpike’s Roadway Design program. Direct, oversee and coordinate roadway design work for the Turnpike by working with general consultant staff and the engineer of record in the development of technically sound and cost feasible construction projects. Review all roadway tasks and assign general consultant review staff as needed. Work with internal and external staff to develop the roadway portions of task assignments as required, e.g., man-hour estimates, concept reports, project scopes, typical section packages, variations, and exceptions. Provide technical support for roadway elements as needed for project meetings, design development and inter-department coordination. Assist in the development and revisions to statewide design documents as they pertain to Turnpike facilities. Serve as expert witness. Perform field visits and attend out of office project meetings.

Oversee work efforts for general consultant field office and home office staff. Review performance responsibilities of the unit ensuring goals and assignments are met consistently with project schedules and evaluate potential opportunities for improvement. Provide technical support to in-house and contracted consultant staff by reviewing and commenting on project plans, concept reports and scope of services. Provide direct supervision to staff assigned in the unit. Assist in the review of general consultant budget to ensure that roadway design efforts adequately address the needs identified in the work program. Assist in the development of statewide policy and procedures related to roadway criteria. Prepare the design phase staff hour estimates and conduct/support design phase consultant contract staff hour negotiations. Has vendor invoice and warrant processing responsibilities and signature authority for purchases over $35,000. Meet with consultants and governmental agencies to address resolutions of production issues. This position manages and/or approves contracts in excess of $35,000 per single transaction. This position has financial disclosure responsibility in accordance with Section 112.3145, F.S.

Administer the Turnpike’s Pavement Design program. Direct, oversee and coordinate pavement design work for the Turnpike by working with general consultant staff, Turnpike Materials office, Turnpike Construction office and the engineer of record in the development of technically sound and cost feasible construction projects. Serve as the District Pavement Design Engineer and serve as the district reviewer for statewide design documents, such as the FDOT Flexible Pavement Design Manual, for the Turnpike. Provide technical support for pavement elements as needed for project meetings, design development, and inter-department coordination.

Participate in the consultant selection process, including long list, short list, and evaluation of oral and technical presentations. Participate in the design phase technical review committee, which involves reviewing and evaluating consultant proposals. Attend consultant staff presentations.

Coordinate the district Errors and Omissions (E&O) program. Review potential E&O claims and facilitate their resolution.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles and analytical techniques of Roadway Design. Knowledge of engineering design, construction, production and/or operations. Knowledge of production and use of precision technical plans, blueprints, drawings and model. Skill in using engineering tools, equipment and/or instruments. Ability to review work for accuracy and quality of content. Ability to analyze and interpret engineering data. Ability to direct, monitor (and inspect engineering projects. Ability to solve problems. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Ability to serve as an expert witness.

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Florida Statute 471.

OTHER JOB RELATED REQUIREMENTS: Overnight travel may be required.
