Job Description Summary
Performs complex (journey-level) to highly complex (senior-level) grant and contract development, coordination, administration, and outreach work. Work involves developing, coordinating, monitoring, and reporting of a broad range of grant contracts to support the Texas Integrated Flooding Framework project, including data gathering and maintenance, use of contract management systems, maintenance of files, routing and approvals, tracking of contract performance, monitoring existing agreements, and communicating directly with other state or federal agency personnel. Reviews grant contract requirements, special provisions, terms and conditions to ensure compliance with appropriate local, state, or federal guidance, laws and regulations. Develops and maintains information required in performing state and federal grant program administrative responsibilities. Serves as the liaison between the TWDB Community Assistance Program, Coastal Science, Procurement and Contract Services, Legal, and Finance departments. Assists with coordination between the TWDB and other state and federal agencies. Participates in, and may lead, various flood outreach activities. May provide guidance to others. Works under general to limited supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Community Assistance Program Department.
Essential Job Functions
- Develops and manages all aspects of grant contracts and associated amendments.
- Coordinates, reviews, and approves work plans, timelines, project costs, budget justifications and revisions, and progress reporting to ensure project completion in a timely manner.
- Serves as a liaison with internal and external stakeholders to ensure participation is consistent with the Texas Integrated Flooding Framework objectives, legal, and fiscal requirements.
- Provides guidance and resolves related issues regarding grant administration, compliance, policies, and procedures.
- Assists with grant contract reporting, deliverables acceptance, close-out, and contract related records management.
- Tracks the status of grant contract tasks using agency information systems.
- Monitors grant contract performance and ensures compliance with contract requirements.
- Complies with purchasing policies and regulations and ensures agency and state procurement procedures are followed in all procurements.
- Coordinates the risk assessment process for contract monitoring and planning.
- Coordinates and facilitates project meetings such as kick-off meetings, post-award conferences, and team briefings.
- May recommend changes to grant contract boilerplate documents and other contract-related documents.
- Participates in, and may lead, various flood outreach activities.
- May provide guidance to others.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
Qualifications:
Minimum Qualifications
- Graduation from an accredited four-year college or university with major course work in Business Administration, Natural/Physical/Environmental Science or Engineering, Planning, Public Administration, Communications, or a related field.
- Work Experience:
- Program Specialist III – three years of experience in floodplain management, environmental science, grant or contract administration, public administration, communications, or related field.
- Program Specialist IV – six years of experience in floodplain management, environmental science, grant or contract administration, public administration, communications, or related field.
- Experience working with a State of Texas agency in a contracting, communications, or liaison role.
- Relevant experience can be substituted for college or university education on a year-for-year basis.
Preferred Qualifications
- Graduate degree from an accredited college or university with major coursework in Business Administration, Natural/Physical/Environmental Science or Engineering, Planning, Public Administration, Communications.
- Experience with flood related contracts/projects.
- Strong interpersonal and communication skills.
- Experience in grant contract preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring.
- Certified as a Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM).
Knowledge, Skills, and Abilities (KSAs)
- Knowledge of local, state, and federal laws and regulations relevant to grant and contract administration, and of the principles and practices of business administration, accounting, and public administration.
- Knowledge of hydrologic/hydraulic principles and procedures as applied to floodplain management.
- Skills in using Microsoft Office programs such as Word, Excel, and Access.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Ability to interpret policies, procedures, and regulations.
- Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant contract requirements.
- Ability to negotiate, write, and edit contract requirements and specifications.
- Ability to make mature, objective decisions, identify areas of potential problems, and plan corrective actions.
- Ability to effectively handle difficult situations and provide excellent customer service.
- Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

- Ability and willingness to travel 5% of the time, primarily within the State of Texas.
- Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
- Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends.
- Ability to train others.
