POSITION SUMMARY:
A professional managerial position responsible for all City planning and zoning activities, including community development and land use.
Example Of Duties
ESSENTIAL FUNCTIONS AND DUTIESinclude the following. Other duties may be assigned as dictated by operational necessity.
• Manage the personnel and financial resources of the department aimed at providing comprehensive planning, economic development, and grants coordination to the City.
• Provide technical and direct staff support for the City Council, CRA, Planning Commission, Revitalization Committee, Development Review Committee, Historic Preservation Advisory Board, and Beautification Committee.
• Administer and prepare special policy studies and staff research for special projects.
• Plan review and processing activities, to include application intake, submittals, reviews and actions.
• Ensure compliance with city codes, state codes, and federal codes.
• Assists in developing the appropriate training for staff.
• Participates in budget preparation and administration, monitors and controls expenditures.
• CRA project management and implementation. Private and public meetings and daily project implementation of revitalization projects.
• Special project development and administration.
• Board administration and programming. Provide liaison and programming assistance activities, monthly meetings and daily implementation issues.
• Staff initiatives and programming / internal and external coordination. Grant applications and formal documentation preparation. Growth management requirements, HUD standards, bid specifications, etc.
• Document preparation for internal and external meetings with public and private entities. Involves research specification and other areas to fulfill city initiatives, state initiatives and federal programs.
• Supervises and participates in advanced, highly-complex professional planning activities.
• Manages and supervises the staff of the planning division within the larger planning department of an organization.
• Advises the Planning Director on all planning-related matters.
• Manage the Urban Design Department in the absence of the Director.

- Knowledgeable in the principles and practices of effective management, organizational structures, administration, and has demonstrated leadership skills.

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
- Bachelor’s degree in planning, public administration, economic development, or related field. Master’s degree in one of the above disciplines highly preferred.
- Five or more years of experience in community development with at least three years of progressively responsible supervisory experience.
- AICP designation, or ability to acquire such designation within one year of employment highly preferred.
SUPERVISORY RESPONSIBILITIES:
• Direct supervisory authority over all planning and zoning staff within the Department.
