Why does the job exist?

The purpose of this position is to assist in the administration of the federal and state aviation development programs such as capital improvement construction projects, zoning/compatible land uses, the National Airport System Plan, and state airport system planning studies.

How does it get done?

Coordination between the Federal Aviation Administration (FAA), the Aviation Division, the airport owner and their engineering consultants with regard to airport improvement projects and planning studies. The position utilizes a comprehensive knowledge of general aviation and specific aviation issues for both the general aviation airport and the aviation system in New Mexico; including program planning, providing a logical and reasonable application of engineering science, technology and design recommendations to all 54 airports and their consultants. Functions required for this position include reviewing all plans, progress, and activity reports for each construction project as well as the assessment of the effectiveness of existing airports and their priorities to determine needed improvements. Decision making required within this position requires an in-depth engineering knowledge of a wide variety of programs and a working knowledge of all FAA standards and specifications in addition to current material and construction costs.

Functioning as project leader and coordinating all airport improvement program projects requires working with engineering consultants and the FAA for the design and construction of the best method for changes and/or improvements based on planning studies, pavement conditions, and funding. Along with how to manage contracts to ensure compliance with Federal and state regulation and determine the best way to develop airport appreciation and awareness in communities.

Further, the position is also responsible for promoting airport awareness and appreciation in communities throughout the State by speaking at aviation board meetings, as well as city and county council/commission meetings.

Ideal Candidate

The ideal candidate will have preferred experience/education in the following areas:

* Aviation or airport administration experience.
* Aviation or airport operations experience.
* Masters degree in planning or public administration.
* The ability to adhere to strict deadlines.

Minimum Qualification

Bachelor’s degree in planning, architecture, business administration, public administration or political science and two (2) years of experience to include urban, transportation or infrastructure planning, real estate, commercial or public land usage, grant management, procurement, working with contracts, right of way appraisal, inter-agency coordination, engineering design, business administration and/or economics. Employment Requirements

Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Office setting up to 50% of the time, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Travel in and out of state required up to 50% of the time, some outdoor conditions. Some statewide travel with overnight stays may be required. Must adhere to strict deadlines.
