Position Overview
As a member of the Real Estate Department, the Urban Renewal/Tax Increment Finance Project Manager reports to the Real Estate Director and serves as staff liaison to the Bend Urban Renewal Agency (BURA). Authority, duties, and work scope are specific to activities related to the three (3) Urban Renewal/TIF districts and City wide, including research, analysis, report writing, and policy and project implementation on their own with limited supervision and oversight. Assignments involve strategic work in support of BURA, City Council, City Executives, and City Leadership; including establishing and maintaining effective working relationships with outside agencies, taxing districts, local developers and businesses, and the general public.
Distinguishing Characteristics
Distinguish from Property & Lease Manager: Urban Renewal/TIF Project Manager focuses on leading and carrying out day-to-day activities of the Bend Urban Renewal Agency (BURA), including administering financial assistance programs, communicating with Taxing Districts and potential developers, and ensuring financial compliance will all three (3) Urban Renewal/TIF Districts; whereas the Property & Lease Manager’s purpose is to manage, administer, and assist the Real Estate Director with management and acquisition of City-owned properties, and negotiate and manage leases for the City in both Tenant and Landlord capacities.
Distinguish from Real Estate Director: Real Estate Director focuses largely on department administration and City-wide Real Estate and Urban Renewal/TIF budgeting, coordination with other departments and department directors, representing the City Manager as assigned, and directing/delegating objectives of the businesses of the department. Directors have higher levels of impactful action, budget authority, decision making authority and degree of independence than managers or project managers. Directors apply advanced management principles with critical impact on community members and the organization.

The individual in this position is expected to engage in the following work-related activities.
- Collaboratively develops and implements projects to meet redevelopment and urban renewal/TIF plan goals and objectives.
- Manages land use and planning issues that are encountered in the development process within urban renewal/TIF district areas.
- Works closely with governmental jurisdictions to understand current land use laws and potential changes in those laws. Makes recommendations for appropriate planning and related actions.
- Identifies, secures, and creates new funding programs or arrangements for redevelopment and urban renewal/TIF.
- Assists in the negotiation of real estate transactions.
- Identifies parcels for assemblage; creates property management plans for the urban renewal agency; negotiates and structures disposition of parcels to meet City objectives.
- Represents the urban renewal agency and the City at external development-related meetings, events, task forces and committees.
- Works effectively with external stakeholders, elected officials, Council advisory boards, and staff from other departments to facilitate implementation of City redevelopment, urban renewal and sustainability goals.
- Manages compliance with governmental regulatory requirements,
- Represents the urban renewal agency and the City to the public, other agencies, organizations and the community. Develops and implements strategies to deliver messages to the public that are consistent with key Departmental objectives.

Education, Experience, Certifications and/or Licenses
The following are the minimum qualifications for this position.
- Bachelor’s degree (B.A./B.S.) from four-year college or university in Urban Planning, Economics, Business Administration, Public Administration, or a closely related field, or an equivalent combination of education and experience that provides the required knowledge skills, and abilities as outlined in this job description.
- 4 to 5 years’ experience in a similar position and/or performing similar tasks
- Experience with urban renewal/TIF districts, land and urban development projects – including real estate transactions preferred.
- Current and valid Driver’s license per City policies outlined in the Employee Handbook.
