Program Manager III

Bowhead is seeking a Program Manager to provide Program Analysis and Technical Support Services to Commander, Mine Countermeasures Group Three (CpOMCMGRU THREE) for the production of twelve Interagency Underwater Port Assessments (IUPA) per year.

Tasking will include, conducting detailed research, collection and validation of information from numerous sources regarding port underwater critical infrastructure, port operations, environmental characteristics, environmental surveys, review response contingency plans and Intelligence Preparation of the Environment to provide a comprehensive understanding of port environment and while simultaneously improving the process, providing feedback and documentation of recommended improvements of the IUPA process to COMCMGRU THREE.

Responsibilities

  • Recent experience with mine countermeasures planning or operations.
  • Law enforcement or security experience in the interagency community operating in U.S. ports.
  • Experience with mine countermeasures planning tools including MineNet Tactical.
  • Experience in the Explosive Ordnance Disposal or Naval Surface Warfare community.
  • Experience with the National Incident Management System.

Qualifications

Education:

  • Bachelor’s degree from an accredited college or university
  • A senior level manager who has twenty years of service in the U.S. Navy or U.S. Coast Guard with demonstrated management experience or project level management in mine countermeasures operations and leadership.
  • Experience with Department of Defense (DoD) regulations, requirements, policies and procedures.
  • Recent experience (within the last 5 years) at conducting briefings, delivering comprehensive reports, scheduling site visits.
  • Working knowledge of the U.S. Coast Guard Captain of the Port roles and responsibilities and recent familiarity with the USCG Ports, Waterways and Coastal Security Mission.
  • Intermediate to advanced level skills in Microsoft Office software suite – Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Target salary is $140,000 commensurate with experience

Physical Demands:

  • Must be able to lift up to 15 to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
