Job Description
Stafford County is seeking a Civil Engineer/Utilities Project Manager to join their Capital Projects department to be part of a dedicated and skilled team delivering large, complex and cost-effective projects safely, on time, and within budget.
This position performs difficult professional work related to the design, construction and coordination of multiple complex public utility projects. Work is performed under general supervision. Supervision is exercised over professional, technical and/or clerical personnel. This position supports the water and sanitary sewer function of the Capital Projects Department.
There are two levels of this position classification in order to support growth and development. The full salary ranges of these levels are:
• Project Manager I – $73,736.00 – $125,361.60
• Project Manager II – $84,448.00 – $143,561.60
Examples of Duties
* Independently manages and guides to successful completion, in a timely manner and within budget, complex water and sanitary sewer utility engineering and construction projects which are part of the Capital Improvement Plan as well as needs of the Utilities Department;
* Reviews construction plans, specifications, cost estimates, and other project related documents;
* Performs inspection and monitoring of work in progress;
* Prepares bid documents, requests for proposals, contracts, and purchase orders; reviews project proposals; prepares and maintains project records and files;
* Tracks Budget; approves invoices; assists with developing the 10-year spending plan annually;
* Coordinates with other county departments for reviews;
* Inspects construction in progress and prepares or reviews reports on the status or completion;
* Prepares plans and specifications for projects;
* Coordinates work of consulting engineers, contractors, and operation and maintenance personnel;
* Evaluates requests for information and change orders from contractors;
* Assures that permits and inspections are on schedule;
* Performs duties of project engineer;
* Assists in the development, planning, design, environmental permitting, bidding, and construction of multiple complex projects;
* Attends meetings where necessary to advance project;
* Manages various Service District projects that include water and sanitary sewer and dam renovations
* Performs related tasks as required.
Typical Qualifications
* Thorough knowledge of modern principles and practices of engineering;
* Detailed knowledge of design, construction, maintenance, and management of multiple complex utility projects;
* Thorough knowledge of site evaluation, appraisal, and acquisition procedures;
* Ability to prepare technical reports, plans, and specifications;
* Possess a detailed understanding of the requirements for electrical, mechanical, and concrete construction;
* Ability to understand and interpret descriptions, construction plans, engineering records, and maps;
* Ability to plan and effectively supervise the work of supportive personnel;
* Ability to establish effective working relationships with other department staff, contractors, and the general public.
Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in civil engineering, construction management, or related field experience with construction or project engineering/management of large projects.
The level an applicant will be considered is based on years of relevant experience:
– Project Manager I – One to Five (1-5) years of experience
– Project Manager II – a minimum of five (5) years of experience
Professional Engineer (PE) license preferred.
Possession of a driver’s license valid in the Commonwealth of Virginia.
Supplemental Information
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects and occasional medium work requiring the exertion of up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Work requires reaching, standing, walking, sitting, grasping, and repetitive hand motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to inside and outside environmental conditions.
