POSITION FUNCTION SUMMARY:The utility billing clerk is responsible for utility billing, cash receipts, and reconciliations. On a daily basis the utility billing clerks must interact and effectively communicate with the public, vendors, and Town staff members.

  • Responsible for answering inquiries from staff, vendors, and visitors regarding accounts receivable, payables and utility billing.
  • Responsible for interacting with customers in a professional manner to answer customer inquiries, concerns, and complaints and to provide appropriate solutions regrading utility billing.
  • Processing of cash receipts and checks for payments that are received in person, by mail, and electronically from banking institutions.
  • Maintain utility customer account database, coordinate utility work orders with staff members, and prepare and process monthly customer utility bills.
  • Prepare and submit monthly and quarterly reports on financial transactions which may include balances, actual to budget comparisons and any other information necessary to support annual reports to federal and state agencies and other Town departments.
  • Follows all provisions of federal, state and local laws, ordinances and resolutions.

Knowledge:

  • Basic knowledge of cash handling, bookkeeping, accounting, and/or utility billing.
  • Basic knowledge of accounting system and/or personal computer spreadsheet software applications as well as business math.

Abilities:

  • Ability to create and maintain spreadsheets and databases in running detailed financial reports or to extract information.
  • Ability to learn and follow detailed technical processes for the purpose of billing customers, creating new accounts, maintaining customer databases, and providing solutions to billing inquiries.
  • Ability to interpret and apply policies and procedures, abiding by Town ordinances and following all provisions of any applicable state or federal law.
  • Ability to convey facts and recommendations relating to utility billing policies and problems in a concise way through verbal and written communication.
  • Ability to organize and maintain data records.
  • Ability to be punctual and to adhere to the departmental deadlines.
  • Ability to collaborate with third party institutions and team members to resolve errors or inconsistencies in billing and/or billing processes.
  • Ability and willingness to work with team members and supervisor and to voice any recommendations, concerns, or suggestions through written or verbal communication in a respectful and professional manner.

EDUCATION, EXPERIENCE AND TRAINING:The preferred way to obtain the minimum knowledge, skills and abilities to perform the essential duties and responsibilities of this position are listed below. The Town reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another.

Formal Education:

  • High School Diploma or GED (required).
  • Associate Degree in accounting or business administration (preferred but not required).

Relatable Work Experience:

  • Proficient in Microsoft Office software, especially Excel.
  • Experience in accounting or bookkeeping is preferred.
  • Prefer 2 years of customer service experience.
  • Demonstrated ability to learn new software and processes; experience with STW or OpenGov financial software is a plus but not required.
  • Relevant work experience resulting in acceptable proficiency levels in the above knowledge, skill and education requirements may be substituted in lieu of specific education requirements.

Training (License and/or Certification):

  • Valid Texas Driver’s License
