General Description

This position is responsible for generating monthly bills and delinquent notices to the City of Clermont utility customers along with coordinating collections on the delinquent accounts. This position will also generate reports, post electronic payments, import billing files and reading data, and provide customer service support for billing inquiries. Work is performed under the general supervision of the Utility Billing Manager.

This position is non-exempt. Fair Labor Standards Act overtime provisions will apply.

Primary Duties

  • Prepares monthly bills for all City of Clermont Water, Sewer, Stormwater and Garbage customers.
  • Imports data files to be used for billing, understands and interprets data.
  • Creates final bills for customers who are ending service. Processes refund batches for any credits or deposits left on final accounts.
  • Generates second notices to customers who are past due.
  • Generates and formats the customer shut-off list for customers who do not pay by their final due date.
  • Assists customers via email and telephone with escalated billing inquiries and complaints.
  • Research and report billing errors and make corrections where needed.
  • Creates work orders where billing situations deem necessary to verify prior readings or meter technicalities.
  • Track all work orders daily to ensure all scheduled service requests have been completed the prior day. Ensure they are flowing properly from Lucity system to Munis system.
  • Process Web/IVR/Lockbox payment files, research and correct any batch processing errors. Reverse any payments that were returned by the bank.
  • Collects and analyzes work order results to use for billing adjustments.
  • Performs Customer Service Representative Duties as needed including taking customer payments, answering customer inquiries, and setting up or closing out customer accounts.
  • Serve as primary/back up Public Records Coordinator for the Utility Billing area with gathering documents for public records requests and annual retention and disposal.
  • Performs other duties as assigned.

Minimum Qualifications

  • High School Diploma or GED.
  • One (1) years of customer service and cash handling experience.
  • Two (2) years of utility billing experience.
  • Or equivalent training, education, and/or experience.
  • Preference given for experience with Tyler Technologies/Munis.
  • Ability to deal effectively with stress and time pressures.
  • Working knowledge of Microsoft Excel and Word.
  • Valid Florida Driver’s License.

In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

Work Environment

Works inside in an environmentally controlled space. The position is exposed to no unusual environmental hazards.
