GENERAL DESCRIPTION:

The purpose of the Plan Review position is to provide semi-technical work within the County owned Utilities service area including sanitary sewer, reclaimed water, and domestic water in Rougemont.

DUTIES AND RESPONSIBILITIES:

The functions listed below are tasks where the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Reviews plans and construction drawings for location of utility mains, laterals, manholes, valves, and other appurtenances. Review plans for adherence to Durham County standards.
  • Review as-built sewer video and notate deficiencies.
  • Meets with contractors, engineers, owners, and project managers and reviews and explains construction requirements.
  • Maintains written and photographic inspection reports of public and private development construction projects, and repairs to the County’s utility infrastructure. Maintains filing system of reports for each project.
  • Oversees testing of utilities upon completion of installation.
  • Serve as backup Inspector. Inspects construction work in progress and upon completion for quality of work and adherence to approved plans and specifications of public/private sewer, reclaimed water, and domestic water. Resolve issues of noncompliance.
  • Serve as backup Utility Locater. Monitor NC811 locate tickets submitted, respond to rush/emergency locate requests for County owned utilities. Maintains a record of completed requests and keep management informed of potential issues that may arise.
  • Performs related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to read and interpret plans, specifications and to compare them with various aspects of construction in progress.
  • Ability to communicate effectively orally and in writing and exercise tact and firmness in the enforcement of requirements.
  • Ability to maintain accurate records.
  • Ability to organize work, work independently, and within a team atmosphere.
  • Working knowledge of computers and software programs for job costing, drafting, spreadsheets, word processing, scheduling, and estimating.
  • Knowledge of utility construction methods, practices, techniques, processes, and material.
  • Knowledge of wastewater collection systems.
  • Ability to establish effective working relationships with contractors, engineers, owners, the general public, and other employees.
  • Skilled at utility locate equipment operation.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Requires High School graduation or GED equivalent supplemented by one (1) year of experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS:

Must have a valid driver’s license issued by the State of North Carolina.

Must obtain a Grade 1 Collections Certification and CCTV Inspection Certificate within one year of employment.

PHYSICAL DEMANDS:

Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or skill, adeptness and speed in the use of the fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
