Do you enjoy working with a diverse group of customers, agencies, organizations, and stakeholders? Then look no further! The Virginia Department of Energy, State Energy Office (SEO), is seeking a Program Manager to support the Virginia Energy Management Program (VEMP). The successful candidate will support a portfolio of energy services and programs serving government agencies, buildings, and facilities to varying degrees with an initial focus primarily on performance contracting.
Minimum Qualifications
The successful candidate will have considerable knowledge of current and emerging energy conservation resources and technologies focused or related to Energy Services Performance Contracting (ESPC), Evaluation, Measurement and Verification (EM&V), demand response, fuels and energy procurement and energy data acquisition, analytics, and visualization. General knowledge of federal, state, and local policies as they apply to programs. A strong working knowledge of computer business and communications application software (Microsoft Office Suite). Demonstrated ability to manage multiple projects simultaneously and prioritize workload. Ability to communicate effectively orally and in writing and to analyze and communicate information clearly and concisely. Demonstrated ability to interact effectively with federal, state, and local government officials and representatives of private sector consultants, vendors, and contractors. Experience in regulatory issues, contracts, and contract administration is preferred. Previous experience in project and program financing and procuring projects and contractors is preferred. Previous experience in operation and energy use of large government or equivalent commercial facilities is preferred.
This position has been designated as required to file a Statement of Economic Interest in accordance with Section 2.2-3114 of the Code of Virginia. The individual accepted for employment will have to pass a drug test and successfully complete reference checks as part of the Virginia Energy pre-employment process.
Additional Considerations
Experience in regulatory issues, contracts, and contract administration is preferred. Previous experience in project and program financing and procuring projects and contractors is preferred. Previous experience in operation and energy use of large government or equivalent commercial facilities is preferred.
