The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. The Office of Human Resources is a critical component in managing the agency’s most valuable resources, our employees. As a gateway for thousands of current and prospective employees, the Office of Human Resources offers a variety of recruitment support functions, training and development opportunities. In addition, the Office of Human Resources is also the primary resource for payroll management, employment services, civil service support, and application processing and facilitating the onboarding process across 18 different divisions. The Office of Human Resources also works in partnership with ACS program areas and divisions to provide initiatives and services that nurture and develop an environment of employee empowerment, advocacy, and involvement in the organization while attracting and cultivating a diverse dynamic workforce.

The Verification Unit is responsible for responding to requests for verification of employment (VOE), from various parties for all current and former ACS employees, as well as former Department of Juvenile Justice (DJJ) employees. The Verification Unit processes in the order of 5,000 VOE requests each year.

The role of Verification Associate includes researching employee history and responding to requests for verification of employment (VOE) from a variety of requestors. Common VOE request types include employee earnings inquiries for loans, mortgages and housing eligibility, no-fault car insurance claims, judicial subpoenas, Public Service Loan Forgiveness applications, NYCERS employment history inquiries, NYS Teachers Retirement System inquiries, World Trade Center Victims Fund applications, Social Security forms, New York State Unified Court System Secure Pass applications and prospective employer inquiries.

The Verification Associate will have security clearance to view highly sensitive and confidential employee data and must maintain the utmost integrity to protect the confidentiality of employees’ data. The selected candidate will operate in a customer service capacity and will have regular communication with staff of all levels, as well as retirees, inter-Agency colleagues, as well as external stakeholders.

The job responsibilities for Verification Associate include:
• Research, draft and respond to requests for verification of employment (VOE).
• Complete VOE requests via telephone.
• Perform data entry of VOE requests into the tracking system.
• Maintain email correspondence with VOE requestors in a courteous and professional manner.
• Liaise and collaborate with other HR units, Labor Relations, Employment Law Unit to research and complete VOE requests.
• Research employment history in Payroll Management System (PMS), New York City Automated Personnel System (NYCAPS) and City Human Resource Management System (CHRMS).
• Distribute VOE responses via e-mail, fax, and mail.
• Maintain a digital archive of verification requests and responses.
• Assist with special projects as necessary.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Preferred Skills

The preferred skills for Verification Associate include:
• Excellent written and verbal communication skills.
• Excellent customer service skills.
• The ability to work well independently and a part of a group.
• Basic to intermediate MS Excel, Word, Outlook skills.
• Experience working with MS Access databases.
• Experience creating and modifying PDF documents with Adobe Acrobat Pro.
• Possess a strong ethics background and experience working with confidential and sensitive information.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
