A Non-Merit vacancy exists in the Bureau of Animal Services, Communicable Disease and Environmental Services, Department of Health and Human Services.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties
Under general supervision, practices professional veterinary medicine, providing direct care, diagnosis, treatment and surgical procedures in a public animal shelter.
- Provides direct supervision and oversees the services provided of the spay/neuter facility.
- Performs veterinary examinations.
- Administers treatments and vaccines.
- Prescribes medication.
- Performs surgical procedures, including spay and neuter.
- Administers pre and post surgery treatment.
- Euthanizes animals pursuant to law and policy.
- Participates in community outreach programs such as rabies and microchip clinics.
- Documents conditions and treatment pursuant to law and policy.
Examples of Other Duties
- Participates in community education programs.
- Responds to veterinary emergencies at the shelter at the direction of the Baltimore County Health Officer.
- May represent the County and provide expert witness testimony for Animal Hearing Board and court cases involving cruelty, administrative removal of animals from owners, and other legal issues related to animals.
- Prepares and reviews policies and procedures regarding infection control, veterinary care and follow-up, vaccinations and other issues related to veterinary care.
- Performs other duties as required.

Qualifications
Doctor of Veterinarian Medicine or Veterinary Medical Doctorate degree from an accredited school of veterinary medicine.
Preferred Qualifications
- Experience performing spay/neuter services.
- Experience performing veterinary direct care, diagnosis, treatment and surgical procedures.
Licenses or Certificates
Possession of current Veterinarian License to Practice in the State of Maryland, or be willing to obtain Maryland certification.
Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland driver’s license may be required for some positions at the time of application.
Knowledge, Skills, and Abilities
- Comprehensive knowledge of the principles, practices, procedures, and methods of veterinary medicine.
- Comprehensive knowledge of the diagnosis and treatment of veterinary diseases, illnesses, and injuries.

EXAMINATION PROCEDURE

Conditions of Employment

Physical and Environmental Conditions
The work of this classification includes the performance of physical activities such as walking, standing, bending, stooping and carrying moderately heavy objects and animals; and the operation of veterinary medical equipment and instruments. Duties may expose incumbents to various bio-medical hazards.
Persons appointed to this position must maintain required licenses and certifications throughout the course of employment.

Paid Leave
Sick Leave – Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave – Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays – Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
