Description of Primary Purpose

Primary Purpose
Provides holistic social services and short-term counseling support to community victims adversely impacted by the community mass violence event and its aftermath. Coordinates resource deployment for victim and victim families and serves as liaison between victims and community resource centers. Conducts case management and wrap-around referral services for victims. Assists in community engagement initiatives and assists in developing and maintaining partnerships for purpose of resource and referrals.

The position is grant funded and is a temporary position, currently anticipated (but not guaranteed) to run through 2026.

Essential Duties and Responsibilities

Serves as primary contact for individuals and families victimized by the mass violence event and its aftermath. Provides victims and victim families with facilitated access to multi-disciplinary, holistic, 360 degree wrap around mental, medical, behavioral and legal services coordinating with appropriate resource partners.

Provides victims, victim families and community groups with psychosocial support in the aftermath of the mass violence event both in office and at personal residences. Services include, but are not limited to: advising family caregivers, assessing and triaging victim needs, providing education and counseling, referring victims for assistance with counseling, employment, housing, immigration, medical legal and other services, creating plans for treatment or recovery, and following client progress with treatment plans.

Provides holistic and comprehensive case management services which includes, but is not limited to: intake assessment, benefit assessment, goal setting, weekly and long-term case plan development, progress monitoring, individual money management, tenant education, advocacy, and referrals.

Maintains detailed records and statistics on people served and services provided. Provides status reports and informed recommendations to the City Manager’s office on the success of Community wide resiliency programs and related services. Applicant must be occasionally available on some evenings and weekends.

Education and Experience

Required Minimum Qualifications:

Education: A Master’s degree from an accredited university in Social Work or related discipline strongly preferred.

Experience: Three to five years’ experience in the field of social work, counseling, or related field or an equivalent combination of training and experience. Three years’ experience providing direct assistance within victim services environment strongly preferred.

Certification or License: A valid Illinois driver’s license or equivalent is required. Licensed Social Worker (LSW) or Licensed Professional Counselor (LPC) certification required. Licensed Clinical Social Worker (LCSW) or Licensed Clinical Professional Counselor (LCPC) certification strongly preferred. Clinical Certified Trauma Professional or Trauma Informed Specialty strongly preferred.

Required Knowledge, Skills, and Proficiencies: This position requires excellent writing and verbal communication skills and the ability to effectively present ideas both orally and in writing, the ability to produce reports of a varying nature on a timely basis, skills in the operation of a computer, the ability to listen to and give advice and assistance to employees, as well as the general public, and the ability to establish and maintain an effective working relationship with City officials, employees, and the general public. Must be able to conduct needs and risk assessments as well as work in crisis situations, communicate and interact effectively with resource partners and other mental health organizations.

Supplemental Information

Work Environment: Most work activities are conducted in an office environment and include significant staff and public contact, sometimes involving individuals exhibiting high levels of stress or emotion. This position requires occasional evening work and occasional operation of an automobile to travel between locations, including, but not limited to home visits and accompanying services. The noise level in the work environment is usually moderate.

Tools and Equipment Used: Office equipment including a computer with Windows, Microsoft Office Suite and copier, printer, scanner, fax machine, and phone.

Physical Demands: While performing the duties of this job, the employee is frequently required to sit, talk, hear, read computer monitor and printed and handwritten documents and forms; ability to operate keyboard and mouse to enter information into computer records. The employee must occasionally lift and/or move objects up to 50 pounds.
