Why does the job exist?
This position will provide oversight and support of the states enterprise voice communications network. Shall be responsible for deploying solutions and engineering principles to improve reliability of the telecommunications. This also includes System and Network Administration, trouble shooting, analysis, testing, problem solving, technical support, testing and deployment of new applications, hardware and systems. The position will additional be responsible for establishing project plans, schedules, security and documentation including configurations, support processes and operating procedures.
How does it get done?
This position will:
– Recommend, develop, run testing of IP solutions and resilience features at the trunk, server and voicemail level
– Provide guidance and overseeing work of other Voice Engineers verifying correct installation of VoIP solutions, remote access for remote workers, softphones and mobile applications
– Draft and review engineering implementation plans
– Monitor network for stability and proper configuration
– Analyzing system logs and identifying potential issues with telecommunication and recommending and integrating new telecommunication voice and unified communication technologies
– Manage large/complex voice installations by confirming to industry standards developing requirements of performance, suitability, cost and interoperability and applying oral and written communication complex technical issues to non-technical users
-Implements and maintains network security best practices by assessing current threats, vulnerabilities, risk and associated technical counter measures

All New Mexico state agencies that use the Department of Information Technology’s Voice Network
Ideal Candidate
The ideal candidate will have:
– Technical expertise related to Voice and Data Networking
– Demonstrated expertise with Avaya, Cisco and Fujitsu Voice Platforms, and Avaya Communicator and Workplace
– Voicemail system AVST
– Strong SIP technology experience a must
– Strong oral and written communication skills
Minimum Qualification
Bachelor’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and four (4) years of experience in network administration and design. Substitutions Apply. See Substitution Table below.

Employment Requirements
Must possess and maintain current New Mexico ID or Driver’s License. Pre-Employment background investigation is required and employment is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage and sitting for extended periods of time. May be exposed to cramped areas, dust and noise. Ability to lift up to 35 pounds. In state travel required for system upgrades and replacements and to oversee vendor performance. Exposure to voice and vibration when working in switch rooms. Must carry a state issued cell phone. Ability to be mobile on an as needed basis between Santa Fe and Albuquerque office agencies.
