Performs responsible administrative work planning, developing and managing Volunteer Services at the Lynchburg Parks and Recreation Department.
Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties to provide direct or indirect service to the citizens and department may be assigned.
- Coordinates and participates in the recruiting, interviewing, selection, training and monitoring of volunteers. Works with staff to meet needs through established program goals, objectives and strategies using volunteer assignments and activities.
- Develops implements and maintains volunteer operating policies and procedures to include recruitment, job descriptions, orientation, placement, training opportunities, evaluations, record-keeping, and volunteer recognition.
- Works with staff to assess / identify volunteer opportunities and coordinates / manages the recruitment of volunteers.
- Organizes individuals, large, and small groups to support department projects, programs and events. Oversees Park and Trail Steward volunteers that assist with park and trail maintenance.
- Collaborates with staff to develop volunteer job descriptions to meet various needs.
- Manages agreements with partners for work study students, interns, work programs, and court appointed community service volunteers.
- Provides Volunteer Services onboarding and other training for LPRD staff. Provides general volunteer orientation for new volunteers. Conducts assessment interviews to determine appropriate placement based on interests, skills and abilities of volunteers. Screens, checks references, and refers applicants for appropriate placement. Consults with staff on placement options and schedules.
- Monitors overall volunteer program effectiveness and promotes effective working relationships to maximize successful volunteer experiences. Responds to requests for information from potential volunteers and from programs interested in using volunteers. Evaluates placements, resolving problems, and making adjustments as necessary.
- Maintains updated records on all volunteers, manages the volunteer database and compiles and interprets data, and creates periodic reports.
- Plans and executes volunteer recognition events and coordinates events designed to increase exposure for the purpose of attracting volunteers and increasing public awareness. Provides volunteer recognition and thank you gift.
- Works with social, civic and local organizations to develop partnerships, where appropriate, to develop and/or utilize volunteers. Arranges speaking engagements and makes presentations at community events and meetings.
- Oversees and supervises Community Court and other community service volunteers.
- Works with the LPRD Marketing Coordinator to promote programs and highlight volunteers through social media, press releases, developing/preparing flyers and other promotional materials. Notify citizens of upcoming opportunities, activities and newsworthy events. Takes photographs of events, stores, photo displays as needed, and provides up-to-date Volunteer Services information for the website.
- Manages the Volunteer Services annual operating budget
- Performs various clerical duties such as filing, photocopying, data entry, typing correspondence, and verifying accuracy of documents. Utilizes software including Microsoft office Word, Excel, Publisher, Power Point, Volgistics (current volunteer database system), and Rec Pro.
ADDITIONAL DUTIES AND RESPONSIBILITIES:
- Other duties to provide direct or indirect service to the citizens, the department, and City may be assigned. When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
- Must have the ability to transport themselves to and from various events, meetings, other relevant appointments and to various locations.
- Transports volunteers and supplies, utilizing a City vehicle.
SUPERVISORY RESPONSIBILITIES:
Supervisory responsibilities will be directed to managing volunteers, thus experience recruiting, interviewing, placing and evaluating volunteers is critical to the success of this position. Will be required to terminate volunteers as necessary. This position has no employee supervisory duties.
Minimum Education and Experience Required
A bachelor’s degree from an accredited college highly preferred and at least two years administrative or supervisory experience, including experience coordinating volunteers, or equivalent combination of education and experience. Knowledge of recreation programming and park maintenance helpful.
Additional Requirements
CERTIFICATIONS, LICENSES, and REGISTRATIONS:VA Driver’s License (Must possess valid driver’s license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.)
CPR, First Aid (within 6 months of employment)
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
MISCELLANEOUS SKILLS AND ABILITIES
Knowledge in planning, organizing, coordinating and directing individuals and groups.
Understanding of parks and recreation practices and principles.
Experience in leading, managing, evaluating and supervising individuals.
