DEFINITION:

Under general direction, plans, schedules, assigns, supervises and participates in the work of field operations staff performing a variety of tasks related to water production, treatment, water quality and programs; inspects the work of subordinates and outside contractors to ensure compliance with regulations and requirements; provides highly responsible and complex administrative support to the Water Operations Manager; and performs related work as required.

DISTINGUISHING CHARACTERISTICS:

The Water Production and Treatment Supervisor is the supervisory class assigned
responsible for the daily operations in Water Production, Treatment, Water Quality and Programs. Positions within this class serve as supervisor for all water production and treatment-related operations and maintenance, including assigning, inspecting, evaluating, and approving completion of assignments by Water Treatment and Production crews. This classification is distinguished from the next higher classification of Water Operations Manager in that the latter has overall responsibility for the administration and management of all Water Operations functions.
Duties
SUPERVISON RECEIVED/EXERCISED:

Receives direction from the Water Operations Manager. Exercise direct and indirect supervision over assigned staff.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

  • Oversees several operational programs, including but not limited to Valve Exercising Program, Well Rehabilitation Program, Meter Replacement Program, Facility Maintenance Program, Reservoir Maintenance Program, Water Quality Monitoring Program;

  • Establishes positive working relationships with City management and staff and the public, collaborating with others to problem solve and develop and implement goals, objectives, policies, and priorities.

  • Supervises and trains Water Production and Treatment staff in emergency response; coordinates field emergency response and emergency maintenance activities, including response to issues such as water production and treatment facility leaks, lack of water, low water pressure, damaged infrastructure, and damaged treatment systems; participate in updating the Emergency Response Plan (ERP) and other related emergency documents;

  • Day-to-day supervision of planned construction, installation, maintenance and repair activities, including the construction/alteration, maintenance, and/or repair of water facilities and systems, including storage tanks, booster stations, underground valves, pressure reducing valves and underground piping installations, meters, and disinfection systems;

  • Participates in the selection and training of Water Production and Treatment personnel; assumes responsibility for motivating and evaluating assigned personnel; provides or arranges for necessary training; initiates discipline procedures as is appropriate.

  • Estimates time, materials, quantity and cost involved in assigned projects; obtains and reviews bids for materials/supplies and outside contractual services; orders supplies and initiates purchase requisitions; assists staff in developing specifications as necessary;

  • Oversees warehouse operations, including receiving, loading and unloading, inventory management, and related recordkeeping; issues and orders tools, supplies, equipment, and materials;

  • Attends and actively participates in briefings and meetings; confer with and make reports to superiors on work programs; compile information of past and current activities of the section crews;

  • Prepares, maintains, reviews, revises, updates and approves a variety of records and reports, including time cards, time off requests, work schedules, assignment schedules, on-call coverage schedules, worksheets, accident reports, Work Orders, Daily Logs and other documents; assist in continuous development and maintenance of a single digital repository of Operations and Maintenance (O&M) Manuals

  • Participates in the development of procedures to collect data and maintain records, including assignment of asset codes, inventory part codes, and similar information describing the equipment in the Asset Management software (AMS) package for all asset management transactions; Assists staff in establishing timeframes and expectations and to facilitate workforce and cost forecasts; Assists in developing, updating, and reissuing customized maintenance reports as required using AMS reporting tools or other end user reporting tools; Assists in testing, validating, and implementing screen changes to accommodate business practices, system performance, quality assurance and control; Provides guidance and support to asset management team members in the operation, use, and capabilities of the AMS. Participates in a variety of asset management teams and committees to develop asset management and control policies and procedures.

  • Interprets and complies with Title 22 regulations relating to water standards, sampling procedures and notification procedures; assists in the preparation, update and utilization of Standard Operating Procedures (SOP’s) for Water Operations and Facilities Manuals; and ensures that all assigned responsibilities are conducted in compliance with applicable safety and health regulations;

  • Understands and utilizes the Supervisory Control and Data Acquisition (SCADA) computer system, including specific knowledge of ClearSCADA application software, in monitoring and controlling operation of facility equipment; provides training, instruction, inspection, and evaluation on instrumentation and SCADA to subordinates;

  • Assists the Water Operations Manager in long-range planning of Operations Division projects; participates in the preparation of operating and capital budget recommendations;

  • Plans and lays out jobs from blueprints, drawings, sketches or verbal instructions; maintains records in the form of blueprints, drawings, and specifications for industrial and water works equipment and machinery; plans and designs mechanical modifications to water system infrastructure; reviews or prepares drawings and specifications for contract work;

  • Attends and participates in professional group meetings; stays abreast of industry trends and innovations in assigned field;

  • Plays a key role in the development, implementation, and maintenance of a comprehensive preventative maintenance program including facility inspections, quality assurance, prioritization, and reporting;

  • Assist with project management, administration, and coordination of specialty work, On-Call contractors, equipment rentals, and work requests from other departments;

  • Review, research and evaluate proposed water quality regulations and prepare reports;

  • Develop, maintain and coordinate the water quality monitoring programs including implementing special studies related to water quality as assigned;

  • Allied functions related to regulatory compliance, monitoring, analysis and reporting for water quality issues;

OTHER DUTIES: (include but are not limited to the following)

  • May alter work methods to improve effectiveness and efficiency; estimates costs of repairs and makes recommendations regarding equipment replacement.

  • Answers emergency calls from the public and other agencies taking appropriate action.

  • Performs other related duties as required.

Qualifications
MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education:

The required qualification is to possess a High School Diploma or equivalent

Experience:

The required qualification is to possess four (4) years of increasingly responsible experience in water distribution, production, and/or transmission operations and maintenance, which must include two (2) years in a lead or supervisory position

License/Certificate:

Possession of a Grade T-1 Certificate and possession of a Grade D-3 or higher Certificate issued by the State Water Resources Control Board.

Ability to obtain a T-2 Certificate and a D-4 Water Distribution Operator’s Certificate issued by the State Water Resources Control Board within one year of employment.

Possession of a valid class C California driver’s license

Possession of, or ability to obtain, a valid Class A California driver’s license within one year of employment.

MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.

RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.

DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.

VACATION LEAVE: Based on length of employment with the City. 0<4 years = 3.08 hours, 4<7 years = 4.62 hours, 7<10 years = 5.54 hours, 10 years = 6.15 hours, 11 years = 6.46 hours, 12 years = 6.77 hours, 13 years = 7.08 hours, 14 years = 7.39 hours and 15 more years = 7.69 hours.

Maximum vacation accumulation shall be three (3) times that employee’s annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.

HOLIDAYS: City observes thirteen (13) holidays each year.

LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.

LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.

MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.

EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
