Description

Schedule: 20 hours a week during M-F, between the hours of 8:00 a.m.-5:00 p.m.. Exact schedule to be determined by team. Position may require occasional flexible schedule, including some evening, holiday, or weekend work. Position offers a hybrid schedule of office and remote work, subject to approval.

What you will be doing:
ArtsWA is the Washington State Arts Commission. Our mission is to be a catalyst for the arts, advancing the role of the arts in the lives of individuals and communities throughout the state. We serve diverse populations and strive to increase equity and access in the arts.

You will join a dynamic, Arts in Education (AIE) team. All AIE programs work toward goals related to arts education, equity, access, and celebrating the creative work of students and teachers in Washington State.

You will support the agency’s mission by serving as the Program Specialist for the Washington State Youth Arts Leadership (WAYAL) Program. The WAYAL Program provides opportunities for youth leadership within the arts and cultural sector. This position refines the WAYAL program framework, assesses program needs, and develops specialized partnerships.

This position independently leads coordination of the WAYAL program including:

  • Refining WAYAL program curriculum, timeline, and evaluation metrics.
  • Developing program resources to support partners, youth, and families.
  • Implementing strategies to expand the reach of the program.
  • Managing schedules and agendas for program partners, youth, and guest speakers.
  • Coordinating the WAYAL program budget and related project expenses.
  • Tracking participant feedback and analyzing program data to refine practices.

Who we are looking for:
ArtsWA is looking for a confident collaborator with administrative and teaching experience. The ideal candidate is experienced and skillful in building partnerships with educators, youth, and arts organizations engaged in creative youth development. We are looking for someone proficient with curriculum design and tools such as Excel, Zoom tech support, Word, and Outlook. Applicants should have a background in the arts, PreK-12, and/or creative youth development.

The work requires organization, independent follow-through, flexibility with piloting new processes, collaboration, and the ability to work on overlapping projects with layered deadlines.

Duties

Some of what you’ll be doing includes:

  • Manage overall WAYAL Program in alignment with the agency strategic plan, and in consultation with a AIE Manager
  • Develop program mission, goals, strategies, and related metrics
  • Manage and implement annual calendar of program projects and deadlines
  • Develop and manage WAYAL program budget
  • Maintain prompt and accurate communications with all program partners
  • Respond to inquiries from students, mentors, and other current or potential partners
  • Develop and coordinate marketing and communications in collaboration with the agency communications team
  • Manage program application and selection process
  • Work with regional partners to expand program geographic and demographic reach
  • Incorporate youth voice into the planning and development of the WAYAL program
  • Create agendas for and facilitate WAYAL project planning sessions
  • Manage overall WAYAL Career Explore Program in alignment with Career Connect Washington (CCW) grant guidelines, timelines, and deliverables
  • Define roles and implement strategies that reduce barriers for program participants.
  • Identify funding needs and potential partners to sustain and expand program as needed

Qualifications

REQUIRED:
A bachelor’s degree in public administration, arts administration, education, or similar field
AND
Two years of experience including planning, coordination, and consultation with a variety of public and private agencies, organizations, and/or state government.

OR

Associate’s degree
AND
Four years of experience including planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or state government.

OR

A total of six years of relevant experience as outlined above.

AND
Computer skills, including Microsoft Office (Word, Excel, and Outlook).

PREFERRED:

  • Understanding of equity work as it pertains to arts administration and/or PreK-12 education
  • Strong administrative and management skills: budget, statistics, communications, and evaluation
  • Ability to interpret and analyze narrative, budget and statistical information and to convey such information effectively to various audiences using written, graphic, and oral communication
  • Two or more years of teaching experience in support of youth and young adults ages 16-19

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
